Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW's DTM champ swaps rides with Mini's Dakar winner

BMW may not race in F1 any longer, and it doesn't compete with Audi and Porsche in the LMP1 class at Le Mans. It even shut down Mini's short-lived effort on the World Rally Championship. But that doesn't mean it doesn't race at all. In fact it's the current reigning champion both in DTM and at Dakar. So to highlight its varied motorsport programs, the German automaker had two of its top drivers swap rides. German driver Martin Tomczyk, who won the DTM title in 2011 and now drives for BMW, took to Nasser Al-Attiyah's Mini All4Racing Countryman on the sand dunes of Dubai. Meanwhile the Qatari driver, who has won the Dakar Rally two times now, took to the wheel of Tomczyk's BMW M4 DTM around Oschersleben in Germany. They even repeated the game of musical chairs at Hockenheim over the weekend. If anything, the promo clip shot by Red Bull just goes to show how different the varied racing machinery can be, and the challenges posed to racing drivers switching between disciplines. From asphalt to sand and back again: BMW DTM driver Martin Tomczyk (DE) and MINI ALL4 Racing ace Nasser Al-Attiyah (QA) both entered unfamiliar territory and took each other's cars for a test drive. As part of a video shoot for BMW Motorsport Premium Partner Red Bull in Dubai (AE), Tomczyk, a proven master of his trade on asphalt as the 2011 DTM Champion, took the wheel of the MINI ALL4 Racing, with which X-raid has won the famous Rally Dakar the last four years. During DTM testing in Oschersleben (DE), Al-Attiyah was given the opportunity to drive Tomczyk's BMW M Performance Parts M4 DTM. Two wins at the Rally Dakar are just some of the successes the rally driver from Qatar has had to date. He followed up his first victory in 2011 by winning in the MINI ALL4 Racing in January 2015. "Driving the MINI ALL4 Racing through the sand and over the dunes in Dubai was a fascinating experience and was so much fun," said Tomczyk. "The car has an incredible amount of torwue – and the test in the dunes was an amazing adrenalin rush even for an experienced race driver such as myself. It's totally different to driving on a circuit.

Next BMW X1 caught on flatbed

The X1 had been around for four years before it was added to BMW's US lineup, so it isn't all that surprising that a new version of the company's smallest Sport Activity Vehicle is already in the works. Captured in transit on the back of a flatbed truck, these spy shots give us our first look at the next-gen X1 - codenamed F48 - which is expected to debut around 2015.
While the camouflage does a good job of obscuring most of the styling elements, we definitely see evidence of the X1's new platform. Elements like the loss of the long nose and a noticeably shrunken dash-axle gap (just compare this spy shot picture to this one from our X1 review), are good indicators that the next X1 will move to the new front-wheel-drive platform BMW is using for the new Mini and 1 Series GT. Aside from this, the overall shape is very similar to the current design, but we're sure it will pull many cues from the updated range of BMW products.
