Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW replaces tri-turbo diesel with a quad turbo

Quad turbos have until now been the stuff of Bugattis. BMW is introducing a quad turbo diesel for the 7 Series, with nearly one hundred horsepower per turbo. It's all about making the six-cylinder 3.0-liter turbodiesel all as enticing a proposition as possible, and it faces strong competition from Audi's new twin-turbo V8 diesel available in the SQ7 TDI. The earlier, N57S engine (pictured above) utilized a triple-turbo setup good for 381 horsepower and 546 lb-ft. The new B57 version, confirmed by BMW at the 37th International Vienna Motor Symposium, adds yet another turbo for 394 hp and 561 lb-ft, and that massive torque is available from 2,000 to 3,000 rpm. It means the 7 Series gets from 0-60 mph in a snappy 4.5 seconds. The engine could produce even more torque, but 561 lb-ft is all the ZF 8HP 8-speed automatic transmission can handle. The N57S engine's dual-stage turbocharging setup consisted of one low-pressure turbocharger to take care of low-end torque, and two high-pressure turbos for the higher rev range. In the new B57 engine, the big turbo is now replaced with two smaller units on a common exhaust, to benefit from lower costs and smaller unit weight. In addition to the gains in power and torque, fuel economy has reportedly been improved by 5 percent. There are no reports yet whether the B57 TOP quad-turbo will make it to the US market, but customers in the European high end diesel saloon market will probably be very excited. Initially it will be available in the 750d xDrive version, and other top-end models like the 5 Series and the X5 will follow later on. BMW 5 Series wagon makes incognito grocery run by way of the 'Ring

With a debut in 2009, it's high time that BMW delivered the world with the standard mid-cycle refresh of its popular 5 Series. While we aren't expecting to see it here in the United States, that freshening will include the vehicle shown above, the 5 Series wagon.
This is only the second time we've spotted the camo'd, long-roof 5er in the past year, and while it was chained to a flat-bed in those snaps, today, we can see it lapping the Nürburgring. In addition to the images from the track, we also have our first look at the cabin of the freshened 5 Series, although even it is covered in camouflage, making it quite difficult to spot anything of substance.
As for the exterior, expect modest changes for the second-half of the F10 5er's life, with typical tweaks like new headlights and taillights, and perhaps a freshened front fascia. Considering we last saw the upcoming 5 Series just over a year ago, we'd expect an auto show debut for this smoothed-over model in the not-so-distant future, with Paris a leading candidate.
