Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Motor Trend first to compare Jaguar XE and BMW 3 Series

How many automakers have loaded up how much ammo and taken how many shots at the BMW 3 Series? Yet here we are, decades on and at least a decade away from the 3 Series' halcyon days, waiting for someone to give the sport sedan something beyond a flesh wound. In this most recent episode of Head 2 Head, Johnny Lieberman goes to Spain to figure out if the Jaguar XE is the sedan to do it. Here the champion wears the guise of the 335i M Sport, powered by a 3.0-liter, turbocharged, inline-six with a square 300 horsepower and 300 pound-feet of torque run through a ZF eight-speed transmission. After a short time behind the wheel Lieberman quotes from a familiar hagiography, saying it's evident "just how great this car is and why it defines the segment." The all-aluminum challenger from Jaguar comes in XES trim, meaning a 3.0-liter, supercharged V6 with 340 hp and 332 lb-ft. It uses the same eight-speed transmission as the BMW, but with different programming. According to the specs in the video, some of which are manufacturer estimates, the Jaguar is heavier, more expensive, and much thirstier at the pump. Away from the spreadsheet, Lieberman holds that the XE looks better and feels more special inside. In case you're wondering, the comparo was done before MT could get its mitts on the 320-hp BMW 340i. Lieberman says the English company spent its money on the XE suspension and it shows, but there have been other efforts from other automakers with excellent dynamic chops that weren't enough to threaten the BMW. His final assessment is that one of the two cars is awesome, and one is quite a bit better. Watch the video to find out which is which. BMW i8 now has 10-month waiting list in UK

Reports that the BMW i8 would be a popular plug-in vehicle have been circulating since stories claiming 'sold out' status circulated late last year. Those turned out not to be entirely true, but now that deliveries have actually started, the $160,000 EV is proving to be only available to the patient in posh English shops. The Telegraph reports that there is a 10-month waiting period for the i8 in the UK, where one dealer (Park Lane in London's Mayfair) has managed to convince 170 people to place an order. Well, maybe convince isn't the right word. The store's sales manager told The Telegraph, "We've had numerous people asking to buy the display car. Many have said to me: name your price." Many locals want the car to avoid paying the expensive London congestion charge. The i8 uses a turbocharged 1.5-liter, three-cylinder engine and a 96-kilowatt electric motor to move from 9 to 60 miles per hour in only 4.2 seconds. The plug-in powertrain is good for 357 horsepower and 420 lb-ft of torque. The plugged portion gives the i8 an EV range of up to 22 miles. The first i8 in the US is going to be auctioned off at the Pebble Beach Concours d'Elegance Weekend next weekend.
