Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. Yes, it's a stereotype that the Italian sport sedan is fun to drive, but the fact is, well, it is. The Giulia comes standard with a turbocharged 2.0-liter four-cylinder making 280 horsepower, making it one of the most powerful four-cylinders in the segment. It's paired with a snappy and smooth eight-speed transmission and either rear-wheel or all-wheel drive.  The engine is lively and torquey, if a little short of revs, and the chassis feels super-light. The steering is eager and the car jumps into corners. We also highly recommend getting a version with the enormous and superb aluminum paddle shifters that make clicking through gears much more entertaining. And on the topic of the interior, it's attractive, but the various switches and knobs feels a little cheap, and the infotainment system is clunky. Of course there's also the incredible Giulia Quadrifoglio at the high end. It gets a Ferrari-derived twin-turbo 2.9-liter V6 making 505 hp, and it's rear-wheel drive only.

Next BMW X1 moving to smaller, lighter FWD-biased platform

BMW's decision to make the upcoming 2-Series Active Tourer front-wheel drive has been polarizing to say the least, but like it or not, that is the direction the company will go in the near future - one rumor put the number as high as 23 front-wheel-drive models for Mini and BMW combined. The next-generation X1 won't send all its power to the front wheels, though, when it launches in early 2016. While it will use the same platform as the Active Tourer, rumors suggest all models will use all-wheel drive - at least at launch.
A "high-ranking," unnamed BMW manager confirmed to AutoWeek that the new model will switch to transversely-mounted three- and four-cylinder engines and the same six-speed manual and eight-speed automatic transmissions as the Active Tourer. The new, smaller platform will allow for more efficient packaging, and despite the smaller size, interior space will remain comparable. All the changes should make it significantly lighter too.
Don't start wailing just yet because BMW surely won't be entirely abandoning sporty models. AutoWeek claims that the Bavarians are working on a higher-output version of the 2.0-liter turbocharged four-cylinder with power closer to 300 horsepower, about a 72-hp boost. It's also rumored to offer a sporty version of the X1 that may be called the X2.
