Berlin demanding costly German recall of 12 million diesel cars

BERLIN - Germany's Transport Ministry is in talks with car manufacturers about updating the engine management software of up to 12 million diesel vehicles, people familiar with the talks told Reuters on Monday. The cost of updating cars could amount to as much as 1.5 billion to 2.5 billion euros ($1.7 billion to $2.8 billion), and the ministry is demanding that vehicles with engines conforming to the euro-4, euro-5 and euro-6 standards be part of the recall, government sources said. The German government has demanded that the auto industry shoulder the costs of the update and is pushing for a solution to be presented before German elections on Sept. 24. The ministry is in talks with German auto industry associations VDA and VDIK as well as representatives from local governments to try and cut nitrogen oxide pollution by about 25 percent, the sources said. The talks come amid growing opposition to diesel in the wake of an emissions cheating scandal at Volkswagen. Several European cities including Stuttgart and Munich have considered banning some diesel vehicles because of emissions of nitrogen oxides, which are blamed for causing respiratory disease. BMW to announce location of new plant in Mexico in July

Volkswagen manufactures in Mexico. Soon Audi will as well, and Mercedes-Benz is said to be working on a deal to assemble some of its cars at a Nissan plant in Mexico too. That leaves BMW out of the mix of German automakers building cars South of the Border, but that may soon be rectified, as well.
According to Automotive News, the Bavarian automaker is preparing to announce the site of its first Mexican assembly plant as soon as July, now just two months away. BMW already builds cars for North American consumption at its plant in Spartanburg, South Carolina, but has reportedly been keen to capitalize on cheaper labor and the benefits of the North American Free Trade Agreement to supply vehicles to the United States and Canada especially.
When BMW does announce the site of the plant - reportedly narrowed down to either Hidalgo or San Luis Potosi - it is tipped to work its way up to 100,000 vehicles per year at the new location, potentially to include the 3 Series as well as smaller, front-drive models, including Minis.

2015 BMW X3 gets a new nose, diesel power

The second-generation BMW X3 launched in late 2010, and while it's never really wowed us, it's still a solid offering in a highly competitive class. In an effort to keep things fresh, BMW has given its X3 a nip/tuck for the 2015 model year, but perhaps the biggest news (for the US market, anyway) involves what's found underhood.
In addition to the 2.0-liter turbo-four and 3.0-liter turbo-six, BMW will now offer an X3 xDrive28d, fitted with - you guessed it - the 2.0-liter turbodiesel inline four-cylinder engine found in the 328d sedan. Output for this engine is rated at 180 horsepower and 280 pound-feet of torque, and BMW says this oil-burning mill will help the X3 reach 60 miles per hour in just under eight seconds. The automaker hasn't released any information about real or predicted fuel economy figures for the diesel X3, as yet.
What's more, BMW will once again offer a two-wheel-drive X3 in the States - the sDrive28i. Pricing for the refreshed 2013 X3 starts at $39,325, not including $925 for destination.
