Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW M2 reportedly green-lit

A BMW M2 is on the way, according to a sub-forum in the Bimmerpost empire. Of course, we're actively enjoying a few grains of salt, just to be safe, as the post doesn't mention explicit sources, saying only that "multiple inside sources (who have been accurate in the past)," have confirmed the car.
Provided the forum is correct, though, there's some juicy information here. Production is allegedly slated for late fall 2015, with deliveries likely starting in early 2016. The new sports coupe should arrive with 365 to 375 horsepower, courtesy of an upgraded version of BMW's N55 turbocharged, 3.0-liter inline-six.
The report claims BMW also considered a modified version of the 2.0-liter, turbocharged four-cylinder found in the Mini Cooper S. That engine, known internally as the B48, would have been called the S48 for M2 duty, a significance that we're sure BMW purists would appreciate (the only BMW engine to wear an S designation was the four-cylinder from the legendary E30 M3).

BMW 7 Series could get M variant alongside Alpina B7

BMW is launching the new 7 Series with a limited engine lineup, but according to Car and Driver, there are more powerful versions on the way – including a potential M Performance model. The new 7 Series is initially being offered with a 320-horsepower turbo six and a 445-hp twin-turbo V8. European customers will also be able to spec a 261-hp diesel or a 320-hp hybrid. There's an M Sport package available as well with enhanced visual cues, but that won't be the extent of the performance choices when all is said and done. Expect a new 760i that will pack BMW's twin-turbo V12, and a new Alpina B7 to feature a more powerful twin-turbo V8 with around 600 horsepower. In parallel to the Alpina, however, C/D reports that an M Performance model could finally be in the works, which would ostensibly offer BMW the opportunity to go after the likes of the Audi S8, Jaguar XJR, and Mercedes S63 AMG, without changing tacks too drastically over the resolute position it's taken in the past against creating a full-on M7. C/D reports that there are more powerful diesels joining the lineup in the future, but those aren't likely to make their way to US showrooms anytime soon.
