Will global automakers drop local JV partners if China's government says they can?

Chinese economic policies could be in for a big change, as President Xi Jinping pushes the communist country to open its domestic markets even further. That could mean big things for the auto industry, especially when it comes to the country's far-reaching joint-venture system.
According to Chinese law, foreign automakers may only maintain a fifty-fifty partnership with their domestic counterparts. But with Jinping's push for openness leading to potential free-trade deals, that policy could be relaxed (or eradicated all together) in short order. What's an automaker to do?
Well, in BMW's case, stay the course. Automotive News Europe reports that, despite the grumblings about the JV policy changes, the German manufacturer has resigned its agreement with Brilliance through 2028. This is made doubly remarkable by the fact that BMW signed the extension over three years before it was set to expire.

Germany says nein to EU ban on new fossil-fuel cars from 2035

BERLIN (Reuters) - Germany's government will not agree to European Union plans to effectively ban the sale of new cars with combustion engines from 2035, Finance Minister Christian Lindner said on Tuesday. In its bid to cut planet-warming emissions by 55% by 2030 from 1990 levels, the European Commission has proposed a 100% reduction in CO2 emissions from new cars by 2035. That means it would be impossible to sell combustion engine cars from then. European Parliament lawmakers backed the proposals this month, before negotiations with EU countries on the final law take place. Speaking at an event hosted by Germany's BDI industry association, Lindner said there would continue to be niches for combustion engines so a ban was wrong and said the government would not agree to this European legislation. Lindner, a member of the pro-business Free Democrats, which shares power with the Social Democrats and Greens, said Germany would still be a leading market for electric vehicles. Mini Countryman PHEV caught at electric watering hole

Our spy photographers have once again found the next generation Mini Countryman out testing in the wild. This time, they caught it replenishing its thirst for electrons. Although we knew some sort of hybrid Countryman was coming, this confirms its existence and plug-in capabilities beyond any reasonable doubt. Like the rest of the Mini lineup, this new Countryman will be noticeably larger than its predecessor. It also appears to feature a larger, more aggressive grille and lower intake vents. Other than that, the car appears to be quite evolutionary in design. Our spy photographers expect the plug-in hybrid Countryman to debut in 2019 powered by a combination of the 1.5-liter turbocharged three-cylinder and an electric motor. We have also predicted that the gasoline engine could power the front wheels while the electric motor (or motors) powers the rear wheels, which together could provide all-wheel-drive and 240 horsepower.
