Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. Intel-Mobileye tech in 2M BMWs, VWs, Nissans will crowdsource maps for autonomy

Intel Chief Executive Brian Krzanich said on Monday 2 million vehicles from BMW, Nissan and Volkswagen would use its unit Mobileye's technology to crowdsource data for building maps that enable autonomous driving. The world's largest chipmaker bought Israeli firm Mobileye last year to compete with peers such as Qualcomm and Nvidia Corp and tap the fast-growing market of driverless cars, filled with a complex tangle of alliances. (VW, for example, is also working with Nvidia.) Krzanich was the keynote speaker at the Consumer Electronics Show. He said data from Mobileye's Road Experience Management software would gather data to build and update scalable high-definition maps. He also announced that Intel would be working with Ferrari on AI drones to cover Ferrari Challenge North America Series racing. The drones would provide video of the races, but ultimately they would provide drivers with data — video that would let them see their racing performance from overhead, but also telemetry information about, say, how they enter and exit a turn. Intel will also tie up with SAIC Motor Corp, which will use Mobileye technology to develop Level 3, 4 and 5 autonomous cars in China, the chipmaker said. Krzanich also said Intel had not received any information of customer data being compromised so far after the company confirmed last week that security issues reported by researchers in its widely used microprocessors could allow hackers to steal sensitive information from computers, phones and other devices. Security researchers had disclosed two security flaws exposing vulnerability of nearly every modern computing device containing chips from Intel, Advanced Micro Devices and ARM Holdings. BMW shows up-armored X5 concept and we can't get near it

BMW has brought a slightly different concept vehicle to the 2013 Frankfurt Motor Show. Rather than something that foreshadows a future product or a new design direction, the Munich-based manufacturer has brought an X5 that's designed to be shot at. It's called the Concept X5 Security Plus. The Concept X5 name is a bit misleading, though. It's based on the 2014 X5, while BMW already builds an armored CUV, called the X5 Security. The concept tag has to do with the "Security Plus" part.
Engineered to be compliant with VR6 security standards - the current X5 Security is for VR4 standards - the Concept X5 will quite happily shrug off direct attacks from an AK-47. Thanks to sealed joints, high-strength steel moldings, high-performance steel body panels and special, polycarbonate-coated security glass, Kalashnikov's finest, whether used as a firearm or as a melee weapon, would be useless against this X5.
Built alongside the standard X5 in BMW's Spartanburg, SC factory, the X5 is shipped to a BMW facility in Toluca, Mexico for installation of the armor and security features. The company claims this delivers a more thoroughly engineered protective solution than aftermarket retrofitting.
