Will global automakers drop local JV partners if China's government says they can?

Chinese economic policies could be in for a big change, as President Xi Jinping pushes the communist country to open its domestic markets even further. That could mean big things for the auto industry, especially when it comes to the country's far-reaching joint-venture system.
According to Chinese law, foreign automakers may only maintain a fifty-fifty partnership with their domestic counterparts. But with Jinping's push for openness leading to potential free-trade deals, that policy could be relaxed (or eradicated all together) in short order. What's an automaker to do?
Well, in BMW's case, stay the course. Automotive News Europe reports that, despite the grumblings about the JV policy changes, the German manufacturer has resigned its agreement with Brilliance through 2028. This is made doubly remarkable by the fact that BMW signed the extension over three years before it was set to expire.

2015 Green Car Of The Year finalists announced, run alt-fuel gamut

The 2015 edition of the Green Car of the Year award is following right in the footsteps of previous years with a variety of alt-fuel powertrains making the just-announced finalists list. You've got your plug-in vehicle (the BMW i3), your compressed natural gas (the Chevy Impala Bi-Fuel), your high-efficiency diesel (the Audi A3 TDI), your 40+ mile-per-gallon gas engine (the Honda Fit) and, finally, a car that can do a little bit of everything (the VW Golf). The Golf is available – at least in some parts of the US – with three different powertrains: a 2.0-liter diesel, a gasoline engine and all-electric drive. The Impala can burn either natural gas or gasoline in its 3.6-liter engine. The A3 is an efficiency champ, able to get 73.5 mpg on some European tests. The i3 can be a pure electric vehicle or come with a short range extending engine. And the Fit brings 41 miles to the gallon in a practical, affordable package. The GCOY award is announced every year at the Los Angeles Auto Show by Green Car Journal. The committee doesn't just take the fuel-saving technology into account, but also a vehicle's "availability to the mass market." Last year, the Honda Accord Hybrid/Plug-In Hybrid won top honors, following up on wins from the Ford Fusion models (plug-in hybrid and hybrid) for 2013, the Honda Civic Natural Gas for 2012 and the Chevrolet Volt for 2011. Recharge Wrap-up: Renault ZOE wins Zenn Monte-Carlo Rally, BC revives EV rebates

Renault ZOE EVs took the top four places in the 2015 ZENN Monte-Carlo Rally. Renault's cars finished first in consumption, regularity and overall standings. ZOEs took the top four spots overall and in the regularity tests, and the top five places for consumption. Renault entered four teams - two with professional drivers (finishing first and second), one piloted by journalists (placing third) and another by bloggers (taking seventh place). Another individual team entered the race with their own ZOE and finished fourth overall. The electric vehicle race took place over 130 miles and seven and a half hours. Read more in the press release from Renault below. British Columbia has reinstated its Clean Energy Vehicle Incentive Program. Phase two of the program, which starts April 1, is expected to put another 1,700 plug-in cars on BC roads. It's funded by the province's Innovative Clean Energy Fund, which gets its money from carbon taxes. Customers can receive rebates of up to C$5,000 for EVs, while fuel cell vehicle customers could get back up to C$6,000. Drivers can also get up to $C3,250 for scrapping cars built before 2000. BMW is noticing increased sales of its i3 EV tied to government incentives for electric cars. "We can see a clear connection between sales figures and political initiatives," says BMW Group CEO Norbert Reithofer. "Wherever governments offer tangible incentives for e-mobility, the registration figures for the BMW i3 soar." Last year, BMW sold about 2,000 i3s in Norway and 3,000 in California. In Germany, where BMW only sold about 2,100 i3s, Riethofer suggests the government needs to do more to support clean cars. "The German carmakers have delivered their part of the bargain.
