Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW i3 called 'most revolutionary car' since Ford Model T

The Ultimate Driving Machine, or at least one of them, may also be the Ultimate Engineering Success. Consultant Munro & Associates, which specializes in automotive tear-down analysis, pretty much said as much when taking an under-the-skin look at the BMW i3 plug-in. In short, the firm liked what it saw. Presenting at Detroit's Plastic's in Automotive conference this week, Munro CEO Sandy Munro called BMW's first mast-produced plug-in model the most revolutionary car "since Henry Ford's Model T." The car earned big points for its substantial uses of materials that are both lightweight (key for any plug-in's range) and recyclable. BMW has touted these advantages all along. In late 2013, the German automaker went as far as saying its use of carbon fiber reinforced plastic (CFRP) would reduce customer costs related to both repair and insurance. The i3 went on sale in the US last May and, by the end of the year, moved more than 6,000 units here. It sold almost 17,800 The i3 last November also was named the Green Car of the Year at the Los Angeles Auto Show, beating out models such as the compressed-natural-gas-powered Chevrolet Impala B-Fuel and the Audi A3 TDI diesel. Munro made news earlier this week when it offered a free i3 for anyone who bought the master- or OEM-level version of the report, though the report isn't cheap and that offered disappeared once Munro made his presentation. BMW X1 spied in the snow, on the 'Ring

The next-generation BMW X1 is moving ever closer to production, and it reportedly launches in Europe in June. With just a few months left of development, the Bavarian brand is making sure to get in as much work in as possible – as the shots above show. According to our spies, all of these pictures were taken on the same day, but BMW was running two simultaneous evaluations of the crossover in Europe. At the sunny Nurburgring, the company was doing high-speed tests on the famous track. Meanwhile in chilly Sweden, cold-weather analysis was happening. Regardless of the location, these are some of the least camouflaged X1s photographed yet. Based on the shots, it appears that BMW is evolving the compact CUV's design rather than overhauling it, but there are a few dashes of styling from the 2 Series Gran Tourer in the grille and headlights, as well. The 'Ring shots also clearly show off a panoramic sunroof. While these examples wear a lot of obfuscation at the back, it's easy to make out BMW's LED taillights. The X1 shares its UKL platform with the Gran Tourer and the latest Minis, but possibly offers all-wheel drive. It's reportedly going to be offered with a similar range of turbocharged 1.5-liter three-cylinder and 2.0-liter four-cylinder engines, as well.
