Chinese-made electric Mini threatened with highest EV tariff from EU

BERLIN — The new all-electric Mini Cooper made in China is set to be hit by the highest EV tariff of 38.1% under the EU's provisional plans, a Reuters source familiar with the matter said on Friday, a potential terminal blow for the car's sales prospects. Mass production of the roughly 35,000-euro ($37,345) vehicle, produced by a joint venture of BMW and China's Great Wall Motor Co Ltd, began late last year - shortly after the EU launched its probe. With production still in early days, the joint venture was unable to fulfil the European Commission's survey to the level of detail required to be classed as a company cooperating with the investigation, the source said, declining to be named because discussions are private. Companies seen as cooperating with the EU were subject to lower tariffs of 17.4%-21%, according to a European Commission document seen by Reuters. That includes BMW Brilliance Automotive, another BMW joint venture that has produced the electric iX3 for export to Europe from China since 2021. BMW declined to comment. BMW CEO Oliver Zipse said earlier this week the tariffs were the "wrong way to go", echoing concerns from other German carmakers fearful of a trade war which could end in counter-tariffs on cars exported from Germany to China. The European Commission said that joint ventures producing cars in China would be subject to duties, without specifying whether more recently formed ventures might benefit from the lower 21% rate for companies that cooperated with the investigation. A 38.1% price hike on the Mini, which was to be exported from China to Europe, could dent sales at a time when the carmaker is counting on every projected all-electric sale to help meet tightening carbon emissions targets. The deadline for imposing provisional measures is July 4, after which the investigation will continue to late October. That leaves time for Beijing and Brussels to make a deal to soften the blow. BMW is the US auto industry's leading exporter

Which automaker do you think ships the most cars out of North America, one of the Detroit Three or perhaps one of the Japanese automakers? Nope. It turns out the BMW's Spartanburg, SC, factory is the biggest automotive exporter from the continent in the United States. According to a recent profile by Bloomberg looking at the plant's 20th anniversary, Bimmer's southern ops sends out more vehicles than all of Michigan combined.
When the Spartanburg factory opened up in 1994, its success was hardly assured, largely because of South Carolina's relatively small economy at the time. However, BMW picked the site because of its proximity to East Coast shipping that made it easier to move engines and transmission in from Germany and export vehicles back to Europe, according to Bloomberg. The Bavarians clearly made the right choice.
Today, the plant has developed into an absolute powerhouse. The factory currently assembles the X3, X4, X5 and X6 and exports about 70 percent of the vehicles built there. Things are only getting better. BMW is investing $1 billion through 2016 to boost annual production from the current 300,000 units up to 450,000 and to build a new flagship crossover called X7. The expansion also adds a further 800 jobs there to take total employment up to about 8,800. BMW plugs in new X5 xDrive40e PHEV crossover

BMW broke with its own convention when it rolled out the original X5 back in 1999, and did it again when it launched the i3 and i8 plug-in hybrids in 2013. Now it's bringing the two together with the reveal of the new X5 xDrive40e. Based on the third-generation F15 model and previewed by the X5 eDrive concept at the 2013 Frankfurt Motor Show, the X5 xDrive40e is the first PHEV from the core BMW brand. Its hybrid powertrain pairs a 2.0-liter turbo four (itself good for 245 horsepower and 258 pound-feet of torque) to an electric motor integrated into the eight-speed automatic transmission (contributing another 113 hp and 184 lb-ft) for a total combined output of 313 hp and 332 lb-ft. That makes it more powerful by both counts than the six-cylinder X5 xDrive35i (though considerably less so than the V8-powered xDrive50i), giving it a quoted 0-62 time of 6.8 seconds and an electronically limited top speed of 130 mph. But it can travel up to 19 miles on electric power alone, at which top speed is limited to 75 mph. BMW has mounted the 9-kWh lithium-ion battery pack underneath the luggage floor, limiting cargo capacity to between 17.65 and 60.7 cubic feet, depending on how you set up the rear seats. An adaptive suspension keeps it all on an even keel, with power transmitted to all four wheels through a permanent all-wheel-drive system. An M model it is not, but the Bavarian automaker will offer it with an M Sport package. Full details on pricing and availability have yet to be announced, but the X5 xDrive40e is set to hit European dealers in the fall.
