Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. BMW plugs in new X5 xDrive40e PHEV crossover

BMW broke with its own convention when it rolled out the original X5 back in 1999, and did it again when it launched the i3 and i8 plug-in hybrids in 2013. Now it's bringing the two together with the reveal of the new X5 xDrive40e. Based on the third-generation F15 model and previewed by the X5 eDrive concept at the 2013 Frankfurt Motor Show, the X5 xDrive40e is the first PHEV from the core BMW brand. Its hybrid powertrain pairs a 2.0-liter turbo four (itself good for 245 horsepower and 258 pound-feet of torque) to an electric motor integrated into the eight-speed automatic transmission (contributing another 113 hp and 184 lb-ft) for a total combined output of 313 hp and 332 lb-ft. That makes it more powerful by both counts than the six-cylinder X5 xDrive35i (though considerably less so than the V8-powered xDrive50i), giving it a quoted 0-62 time of 6.8 seconds and an electronically limited top speed of 130 mph. But it can travel up to 19 miles on electric power alone, at which top speed is limited to 75 mph. BMW has mounted the 9-kWh lithium-ion battery pack underneath the luggage floor, limiting cargo capacity to between 17.65 and 60.7 cubic feet, depending on how you set up the rear seats. An adaptive suspension keeps it all on an even keel, with power transmitted to all four wheels through a permanent all-wheel-drive system. An M model it is not, but the Bavarian automaker will offer it with an M Sport package. Full details on pricing and availability have yet to be announced, but the X5 xDrive40e is set to hit European dealers in the fall. The BMW X5 xDrive40e The first plug-in hybrid production car from the BMW core brand is a Sports Activity Vehicle. Permanent all-wheel drive and the BMW EfficientDynamics eDrive technology endow the BMW X5 xDrive40e with sensational sportiness and supreme poise on the one hand and outstanding efficiency on the other. With a total system output of 230 kW/313 hp generated by a four-cylinder petrol engine with BMW TwinPower Turbo technology and a synchronous electric motor, the BMW X5 xDrive40e achieves a combined fuel consumption of 3.4 – 3.3 litres per 100 kilometres (83.1 – 85.6 mpg imp) and a combined electricity consumption of 15.4 – 15.3 kWh over the same distance. CO2 emissions come in at 78 – 77 grams per kilometre (figures according to EU test cycle for plug-in hybrid vehicles, may vary depending on the tyre format specified).

Top Gear names BMW i8 Car of the Year, Corvette, Ferrari, Mercedes also win big

The lads at Top Gear have released their listing of the finest cars of the past year, handing the ultimate honor to BMW's revolutionary i8 plug-in-hybrid supercar. "The i8 is a milestone in the annals of automotive history and a glorious statement for an exciting and positive future. The i8 delivers - and then some," the British mag wrote. The i8, though, was far from the only hybridized car to take victories. James May and Richard Hammond both highlighted hybrids as their personal cars of the year, with May saluting the Ferrari LaFerrari and the Hamster, unsurprisingly, heaping praise on the Porsche 918 Spyder. Jeremy Clarkson, meanwhile, opted to shock many by selecting not only an American car as his best of 2014, but giving the honor to of all things, a Corvette. Clarkson wasn't the only person to honor the USA's iconic sports car, with the new, 650-horsepower Z06 variant being named TG's Muscle Car of the Year. Other big winners include Mercedes-Benz, which TG honored for S-Class Coupe (Luxury Car of the Year), the new AMG GT (Sports Car of the Year) and the not-for-US C-Class Estate (Family Car of the Year). The plug-in hybrid performance vehicle beat off some stiff competition from a host of other premium and luxury manufacturers to win the overall award. The editorial team of Top Gear commended the BMW i8 for its breadth of abilities. Its 1.5-litre three-cylinder turbocharged petrol engine combined with an electric motor gives searing acceleration and driver enjoyment but all wrapped in a package that takes BMW's EfficientDynamics philosophy to the extreme courtesy of CO2 emissions less than 49g/km and a 135mpg combined cycle figure.
