Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. FCA joins BMW, Intel and Mobileye on autonomous car project

Today, BMW, Intel and Mobileye announced that FCA would be joining their effort to build a sharable and scalable platform for autonomous cars. This project has been moving ahead full steam, with Intel purchasing Mobileye earlier this year, not long after Tesla and Mobileye parted ways. Not long after that, parts supplier Delphi joined the autonomous effort. The group's current goal is to have 40 autonomous test vehicles on the road by the end of 2017. The eventual end game is to create a new architecture that each partner can use and adapt to its needs. The platform will support level 3 to level 4/5 automated driving, and can be adapted to suit brand identity. The main headquarters for the effort will be in Germany. FCA staff will join the already established group of engineers from BMW, Intel and Mobileye. The group expects this new platform to hit the streets by 2021. It's unclear how this will affect FCA's relationship with Waymo, Alphabet's autonomous vehicle project. Waymo currently uses modified Chrysler Pacificas for its fleet. In addition to FCA, the trio of BMW, Intel and Mobileye have extended an invitation to any other automakers and suppliers that want to join the project. Toyota Supra and BMW Z5 coming in 2018 from Austria

A German automaker and a Japanese one get together to jointly develop a new sports car. So where do they build it? In Austria, of course! This according to a newspaper based in Graz, where contract manufacturer Magna Steyr is also based. BMW and Toyota have reportedly been working on a joint sports car program for a while. Toyota's version is expected to revive the Supra name and spirit, while BMW's is to replace the aging Z4 roadster and potentially wear a Z5 badge. Details are still up in the air – or on tight lockdown – but we can expect both to feature six cylinders mounted up front, driving the rear wheels through a proper manual transmission. Now Kleine Zeitung reports that both versions will be built on their behalf by Magna Steyr, and that they'll launch in 2018. The contract manufacturer already builds the Mini Countryman and Paceman for the BMW Group, but the Paceman is being discontinued, and the next-generation Countryman is slated to be moved in-house – following the lead of the Porsche Boxster/Cayman and Aston Martin Rapide. Though the Graz facility still builds the Mercedes G-Class and is soon slated to begin manufacturing for Jaguar Land Rover, the Mini crossovers' departure leaves Steyr with leftover capacity. BMW intends to fill some of that with assembly of the 5 Series sedan, but the joint sports car project ought to fill in the rest. This would mark the first time that Magna Steyr would build a car for Toyota – or any Asian manufacturer for that matter, after a previous contract with Infiniti fell through. It wouldn't be the first time the two have collaborated, though: the Kleine Zeitung report indicates that the FT86 Open concept (in the gallery below) was built by the Austrian workshop, which has expertise in crafting convertibles as well. Steyr has done the roof assemblies for the Mercedes SLK and Opel Astra TwinTop, as well as complete production of the Porsche Boxster and Saab 9-3 Convertible, to name just a few. Expect BMW's version to offer some sort of folding roof mechanism, but it's too early to speculate on the prospect of a convertible Supra.
