Can the government mechanically force you to wear your seatbelt? [w/poll]

The National Highway Traffic Administration is considering the use of ignition interlocks in vehicles that would require the seatbelts of occupied seats to be fastened in order to drive the car, Automotive News reports, four decades after Congress moved to prevent manufacturers from installing them in cars sold in the US market. Following a transportation bill passed last year that lift some of the restrictions on seatbelt interlocks, automakers such as BMW are considering the benefits of using them in future cars. Now, before you go crying about your lost freedom, keep reading.
BMW said in an October 2012 petition that the use of seatbelt interlocks would allow the company to make lighter and more spacious vehicles, if the devices could be used in lieu of unbelted crash tests. The crash test has required the addition of bulky safety features, such as knee bolsters, that aren't as necessary when occupants are buckled up, especially when considering the dizzyng list of safety features that come standard on today's cars. Europe, which has a higher rate of seatbelt use than in the US, doesn't perform unbelted crash tests on cars sold there.

Foxconn and electric carmaker BAIC are partnering to provide an electric car rental service in China. Slated to kick off next month in Beijing, Hangzhou and Jiangsu province, the company, called Henyu, will offer the EV rentals by the hour. Henyu hopes to offer 5,000, to 10,000 electric rental cars within a year, and wants to become the largest EV rental group in China. The company will also deploy BAIC's E150EV to ten cities for rental outside of Beijing. Read more at Want China Times. Hoping to convince more people to make the switch to electric cars, China is considering investing $16 billion to install charging facilities. Anonymous sources have said that an announcement about the program will be made soon. China has already announced and implemented various measures, such as incentives and tax breaks, to encourage more people to drive emissions free and improve urban air quality. China aims to have 30 percent of its government vehicle purchases be EVs by 2016, with higher targets after that. There's more from Bloomberg. BMW is launching a campaign to highlight technology features from the i8 to be used in other BMW vehicles. Called BMW Innovations, the program will include television ads showing how the i8's full-color heads-up display, LED headlight technology and Surround View Camera System are making their way into cars such as the 3 Series, 5 Series and X3, respectively. It is the team's first time back since EVSR set the electric vehicle record at the Climb to the Clouds hill climb earlier this year. EVSR will run the cars up the hill again, and it will hold a workshop about electric racing, called "Redefining Motorsports - A How-To Guide for Creating a Revolution in Speed." 2016 BMW X1 will be second model on company's front-drive platform

BMW is putting a lot of its chips on the success of its forthcoming front-wheel drive models, and it's making a big bet on the company's future in hoping that customers will accept them. Its front-driving UKL platform is underpinning not just the current crop of Minis but a host of BMW vehicles too. The rollout starts with the 2 Series Active Tourer in Europe later this year. But the Bavarian brand confirms to Automotive News Europe that the next one is the X1 crossover, slated to come to Europe next June. It will also be joined by the X2 next summer, confirming earlier rumors about the fashionable CUV's existence.
As the previous spy photos suggest, the X1 is even smaller than the current model, and it supposedly uses the same crop of turbocharged 1.5-liter three-cylinder and 2.0-liter four-cylinder engines as Mini. But according to Automotive News Europe, the little guy is getting an extended, three-row version for the US, Russia and China. Like with the X4 or X6, the X2 shares most of the mechanical parts with its more conventional-looking sibling but features sleeker styling.
To make all of these UKL-based models possible, BMW is sharing development among them as much as is practical. According to Automotive News Europe, the next generations of the Mini Countryman, Clubman, X1 and X2 share the same electrical systems, drivetrains and more. Adding in the Active Tourer and still mysterious Family Active Sports Tourer to the mix, and the result is a big gamble that needs to go Bimmer's way.
