Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. New European charging network will offer speeds up to 350 kW

It's about to get easier to fast-charge your electric vehicle across Europe thanks to four major automakers working together in a new joint venture. BMW, Daimler (Mercedes-Benz), Ford, and the VW Group (Audi and Porsche) have all signed a Memorandum of Understanding to install about 400 DC fast charging sites in Europe. As you may know, there are different types of fast chargers, but the ones that this group is talking about installing will be able to charge an EV in much less time than other stations. That's because these chargers will offer power levels of "up to 350 kW." Compare that to what's generally considered the current gold standard, the Tesla Superchargers, which have rates of up to 145 kW and a statement not that long ago from a Ford exec that suggested that 150 kW chargers would be the new normal. Of course, the Tesla chargers use the company's proprietary connector and the new network the JV is setting up will use the CCS standard. The first new stations will go up in 2017 and those 400 sites are just the beginning. A joint statement by the JV says that EV drivers will "have access to thousands of high-powered charging points" by 2020 along highways and main roads. "The charging experience is expected to evolve to be as convenient as refueling at conventional gas stations," the companies said. While not every electric vehicle will be able to take advantage of the 350 kW charging rate, the companies involved would be silly to build the infrastructure without vehicles that can handle that kind of energy flow. The JV says it would welcome participation from other automakers and will cooperate with interested regional partners. BMW Concept Roadster has two fewer wheels than we were expecting

The annual Concorso d'Eleganza Villa d'Este on the shores of Lake Como is an opportunity for some of the most beautiful vehicles in the world to descend on one of the poshest places on earth each year. Unsurprisingly, the event is also increasingly the chance for automakers to debut exclusive concepts to some of the wealthiest auto enthusiasts in the world. In the last few years, BMW has become the masters of this annual unveiling with automotive concepts like the Gran Lusso Coupé, BMW Zagato Coupe and motorcycles like the the gorgeous Concept 90, not to mention the just-revealed Mini Superleggera Vision. But this year the Bavarian automaker has been somewhat tricky.
What would you first think when you heard of the BMW Concept Roadster? A lithe, two-seat convertible? Nope. This roadster is a cut-down, minimalist motorcycle with an ultra-modern design. As opposed to the retro looks of the Concept 90, this naked bike looks like it could fit in a BMW showroom tomorrow and not seem out of place.
The Concept Roadster packs the brand's classic two-cylinder boxer engine displacing 1,170 cubic centimeters and producing 123 horsepower and 92 pound-feet of torque. That power is routed to the rear wheel via a cardan drive, essentially a driveshaft, with a single-sided swing arm rear suspension. It's all nestled in a tubular spaceframe.
