Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. 2015 BMW i8 sets everyone's tongues wagging in Northern Michigan

Like few other cars we can remember, people want to talk about the 2015 BMW i8. Drive one, and you'll soon find out what we mean. They stop you at gas stations. They accost you in Walgreen's parking lots. They stream out of neighborhood bars, beers in hand.
At least, that was our experience this week during Autoblog's Technology of the Year testing. We had the pleasure of driving the plug-in hybrid BMW sports car up to and around Petoskey, MI, a resort town where seeing such exotics is rare enough, let alone in the off season. It made for some interesting conversations - so we began writing down some of the comments the butterfly-doored coupe inspired. Here's a sampling:
"Wanna race for pinks? I'll go easy on you." - Acne-covered teenage pizza delivery driver in a sad-looking Ford Taurus parked at a Valero gas station near Grayling (which incidentally didn't actually have gas).

BMW 1 Series dead for 2014

BMW is temporarily abandoning the increasingly competitive and popular compact luxury segment, as it's announced that its 1 Series Coupe and Convertible will be discontinued for the 2014 model year, marking an ignominious end to a line that spawned a pair of excellent high-performance models during its life. Production on the Coupe officially ended in August, while convertible production was taken offline in June.
And while we're mourning the loss of the 1 Series, we're left wondering about the status of its replacement, the 2 Series. That car, which we've already seen inside and out and know the specs on, is expected to make its debut at the 2014 North American International Auto Show in Detroit, although it's unclear just how quickly BMW will get it to showrooms. Assuming BMW doesn't have a bumper crop of already-built 2013 models to hold them over, that leaves Munich-based manufacturer somewhat vulnerable, particularly as Audi and Mercedes-Benz are both launching new models in the compact-premium space vacated by the 1 Series. Any delay in the arrival of the 2 Series could be bad news for BMW, especially if the public is receptive to the new Audi A3 and CLA-Class (early signs suggest that the baby Benz has traction).
In addition, BMW has made a number of changes across the rest of its lineup which are listed below in the official press release. Some of the notable changes, though, include a revised 445-horsepower twin-turbocharged V8 on the 5 Series, a limited-edition Frozen Brilliant White Edition for the 6 Series and the rollout of a new, touchpad-equipped version of iDrive on a number of BMW models.
