Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate." Without a doubt, the most impressive thing that BMW showed at CES this year was a driverless M235i drifting flawlessly around a wet track at Las Vegas Speedway. However, that bit of robotic helmsmanship wasn't the only trick the German company had up its sleeve. Or, more to the point, on its wrist.
Taking a page from rival Mercedes-Benz, BMW demonstrated how a "smartwatch," in this case the Samsung Galaxy Gear, could be made to function usefully with a vehicle, in this case the BMW i3. Calling it a "research application," BMW showed off its BMW i Remote App on the Galaxy Gear; the app gives information about state of battery charge, available range and whether or not all the doors and windows are closed or open. Perhaps more useful still, the watch can be used to send a destination to the i3's navigation unit, adjust the climate control in preparation for a trip and can recognize voice commands. Nifty stuff, if not world-shaking, that could help tech-obsessed luxury buyers take a second look at the upcoming BMW EV.

BMW X3 ensnared by diesel emissions probe

Volkswagen may not be the only German automaker ensnared by this whole diesel debacle. The latest reports suggest that BMW could be guilty of the same offense. According to Bloomberg, citing a report from Germany's own Auto Bild magazine, the X3 could be over the European legal limit for emissions. The report suggests that a BMW X3 xDrive20d registered tailpipe emissions more than 11 times the limit under testing by the International Council on Clean Transportation. The council is the same that triggered the investigation into Volkswagen that led to the automaker's admission that it cheated on emissions tests for its diesel vehicles and the subsequent resignation of its chief executive. Volkswagen admitted to installing software that initiates additional emissions controlling measures when it detects that the vehicle is being tested. For its part, however, BMW denies that it has any such similar system in place, noting that many of its vehicles have passed testing by the same organization. Whatever the truth in BMW's case, it may not emerge unscathed. Bloomberg reports that the company's stock fell as much as 9.7 percent – the most it has lost in over four years – amid concerns that it could be implicated in the scandal as well. Shares in rival automaker Daimler also dropped by 5.8 percent. Volkswagen has already lost over $20 billion in market value in the midst of the scandal. The German government and European Union are considering implementing more restrictive standards and more thorough testing on diesel engines in order to prevent this sort of thing from recurring.
