Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW i8 fully revealed ahead of Frankfurt debut

It may be early in the morning here in the US, but in Germany, the first day of the 2013 Frankfurt Motor Show is in full swing. BMW took advantage of the early start and showed off its long-awaited i8 plug-in hybrid sportscar, a two-plus-two, swan-wing-doored coupe, to the Frankfurt crowd.
We drove a BMW i8 prototype back in August, so many of the things we're reading today are clarifications on our initial suspicions or speculations. Underhood sits a 1.5-liter, turbocharged, three-cylinder engine. On its own, it churns out a respectable 231 horsepower and 236 pound-feet of torque, which is then channeled to the rear wheels by way of a six-speed automatic transmission. An electric motor, meanwhile, sends 131 hp and 184 lb-ft of torque through a two-speed automatic to the front wheels.
With all-wheel drive at its disposal, the total system power sits at 362 hp and 320 lb-ft of torque, and allows the i8 to scamper to 62 miles per hour in just 4.4 seconds. That excellent performance is offset by an estimated fuel economy figure of 94 miles per gallon, though, making this a fast and efficient vehicle. Charging is impressively fast on the i8, with a full charge coming from a 110-volt outlet in under four hours. A BMW Charging Station will trim the charge time down to 1.5 hours.

Recharge Wrap-up: GKN electric AWD, $8,500 for Tesla brake repair

A Tesla owner in Canada was quoted $8,500 to repair the brakes in his 2012 Model S. Tesla waived the labor costs, bringing the total price down to $5,824.75. Tesla said that since regenerative braking means the regular brakes get less use, occasional hard braking can help keep them working properly. Also, the salt on the roads in winter leads to corrosion of both the rotors and the calipers. Tesla suggests yearly brake service in harsh climates. Read more at Clean Technica. GKN is launching an electric all-wheel-drive system using its eAxle technology. BMW will be the first to use the system – which is optimized for compact vehicle platforms – in its 2 Series Active Tourer plug-in hybrid. On its own, the electric axle drive offers up to 70 kilowatts (94 horsepower) and 1,475 pound-feet of torque, enough to propel a vehicle up to almost 78 miles per hour under electric power alone. It can also disengage from the driveline when it's not needed in order to reduce rotating losses at higher speeds. Read more from Green Car Congress. The Orange County Transit Authority's (OCTA) first zero-emission, hydrogen powered bus uses a fuel cell from Ballard. The 40-foot ElDorado National Axess bus, powered by Ballard's FCveloCity fuel cell, was funded by the Federal Transit Administration's National Fuel Cell Bus Program. "Clean energy mass transit alternatives, such as this new fuel cell bus in Orange County, are a tremendous example of what can be done to help address clean air challenges," says Ballard Vice President Karim Kassam.
