Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Toyota-BMW sports car to gain all-wheel drive, supercapacitors?

Sales of salt are skyrocketing following the latest rumor of the planned joint-venture sports car from Toyota and BMW. The whisperings indicate that project will spawn both a replacement for the BMW Z4 and a long-awaited Toyota Supra successor based on the FT-1 Concept shown above. Word is that the new cars will feature front-engine, all-wheel-drive layouts with plug-in hybrid technology. This news would appear to run somewhat counter to earlier reports that BMW and Toyota are teaming for a six-figure hybrid supercar.
According to Autocar, the project will benefit from the experience Toyota gained with the TS030, its hybridized Le Mans prototype. The evidence for this is, of all things, a Toyota Yaris - in particular, the Yaris Hybrid R that was shown at the 2013 Frankfurt Motor Show last September. That car used a 300-horsepower, 1.6-liter gas engine, while a pair of 60-horsepower electric motors provided all-wheel-drive push (an additional motor also sent additional juice to the front axle). The 414-system-horsepower drivetrain used supercapacitors in place of the traditional lithium-ion batteries of traditional hybrids.
For the production sports cars, Autocar claims that the Yaris Hybrid R's setup will serve as the basis for the new powertrain, although it won't be a direct carryover. Instead, a 2.0-liter BMW engine will be paired with Toyota-designed, BMW-built motors.

China probing German automakers over spare parts

The Chinese market has proven to be a boon to German luxury automakers. However, the way that the companies have allegedly been controlling their supply of spare parts has begun to draw the ire of the nation's government. According to insiders speaking to Bloomberg, officials from the country's economic planning organization have opened a probe into Audi, BMW, Mercedes-Benz and some Japanese carmakers over claimed price inflation and limiting supply.
Specifically, the investigation centers around two aspects of how the companies do business, according to Bloomberg. Investigators want to know whether the original equipment component makers are able to sell spare parts only to automaker-authorized dealers or if they are also available to independent shops. There is also the issue of whether the price markup on replacement pieces is too high. The tight controls could be partially explained by China's reputation for producing counterfeit parts.
Evidently, the investigators haven't checked parts prices at car dealers elsewhere in the world. At least in the US, paying more at the dealer for factory components just goes along with owning a vehicle. If evidence of price fixing is found, the companies could face fines the equivalent of millions of dollars, according to Bloomberg.
