Recharge Wrap-up: E15 could help smog woes, MPG average at all-time high

A new study shows that using an E15 blend instead of regular gasoline would reduce smog in Chicago. Increasing the availability of the 15-percent ethanol blend could help reduce carcinogenic air pollution and improve air quality, particularly on the city's South Side. The study found that E15 reduces the risk of cancer by 6.6 percent. It also reduces greenhouse gas emissions 1.5 percent compared to a 10-percent ethanol blend. Read more at Domestic Fuel. Read more at Formula E's website. The average fuel economy of new vehicles has reached a new high of 25.8 miles per gallon, according to the University of Michigan. The school's Transportation Research Institute (UMTRI) used the window sticker ratings of the vehicles to reach that number for the month of August. That's 0.2 mpg higher than July, and 5.7 mpg higher than October 2007, when UMTRI began recording the data. The United States Advanced Battery Consortium has awarded a $667,452 development contract to battery maker Xerion. The contract - a 50-percent cost share co-funded by the US Department of Energy - is for a 15-month program to develop next-generation batteries for plug-in hybrids. BMW i3 with range extender won't get all the EV tax benefits in NJ

Everyone loves that new-car smell, but not everyone loves that new-car tax. And whoever in New Jersey thought the extended-range version of the BMW i3 plug-in would be exempt from said tax was sorely mistaken, Green Car Reports says. To paraphrase the Garden State's favorite son, Bruce Springsteen, the first kick those drivers will take is when they hit the ground. BMW said last year that the BMW REx would qualify for new-car tax exemptions in New Jersey and in Washington State. The car's all-electric range was recently estimated at 72 miles and it has another 87 miles of gas-powered range-extended capability. Unfortunately, the range extender not only tacks on $3,850 to the car's sticker price but adds on almost that much again because New Jersey's seven-percent sales tax applies to all cars with any sort of gas-powered engine. BMW didn't respond to a request for comment about the New Jersey situation from AutoblogGreen. In other New Jersey electric vehicle news, the Consumer Affairs Committee of the New Jersey State Assembly will discuss the legality of Tesla selling directly to consumbers tomorrow. The extended-range i3 is involved in a different issue on the other side of the country. BMW said earlier this year that the REx would qualify for California's white zero-emission vehicle stickers that allow for solo access to high-occupancy vehicle (HOV) lanes. These unlimited white stickers can go on any EV, but the REx version only qualifies for the green stickers, which are designated for plug-in hybrids and extended-range plug-ins and the state has run out of those.

I've always thought it would be fascinating to look at the psychographic data of Alpina's customer base. While the company's high-zoot rendition of BMW 7 and 5 Series sedans makes plenty of sense, I don't quite understand the appeal of the still-expensive tunes, further down the range. Enter the European-only Alpina XD3 Bi-Turbo, which made its debut here in Geneva today. The XD3 has been around for a bit, but this year it's refreshed to coincide with the BMW X3's own nip-tuck. The result is essentially a new front and back fascia on the same, ginormous Alpina wheels that make the brand's products instantly recognizable. For anyone that covets huge diesel performance in a small SUV-shaped package, that's a good thing. The XD3 pushes a whopping 516 pound-feet of torque and 345 horsepower out of its 3.0-liter, biturbo sixer, all good for a 0-62-mile-per-hour sprint of just 4.9 seconds. Which is quick by any measure. Still, the privilege of driving the fast, high-center-of-gravity Bimmer doesn't come cheaply – Alpina would like just over 69,000 euro ($77,000 by today's rates) for each example. That kind of coin will buy a European equal performance in the form of a Porsche Macan diesel, or any number of non-SUV performance rides, too. It takes a special mind, I suppose... Related Video:
