NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." Under terms of a Consent Order issued to BMW, the company acknowledges that it violated requirements to issue a timely recall of vehicles that did not comply with minimum crash protection standards, to notify owners of recalls in a timely fashion, and to provide accurate information about its recalls to NHTSA. NHTSA imposed a $3 million civil penalty to BMW in 2012 for similar violations.

Foxconn and electric carmaker BAIC are partnering to provide an electric car rental service in China. Slated to kick off next month in Beijing, Hangzhou and Jiangsu province, the company, called Henyu, will offer the EV rentals by the hour. Henyu hopes to offer 5,000, to 10,000 electric rental cars within a year, and wants to become the largest EV rental group in China. The company will also deploy BAIC's E150EV to ten cities for rental outside of Beijing. Read more at Want China Times. Hoping to convince more people to make the switch to electric cars, China is considering investing $16 billion to install charging facilities. Anonymous sources have said that an announcement about the program will be made soon. China has already announced and implemented various measures, such as incentives and tax breaks, to encourage more people to drive emissions free and improve urban air quality. China aims to have 30 percent of its government vehicle purchases be EVs by 2016, with higher targets after that. There's more from Bloomberg. BMW is launching a campaign to highlight technology features from the i8 to be used in other BMW vehicles. Called BMW Innovations, the program will include television ads showing how the i8's full-color heads-up display, LED headlight technology and Surround View Camera System are making their way into cars such as the 3 Series, 5 Series and X3, respectively. It is the team's first time back since EVSR set the electric vehicle record at the Climb to the Clouds hill climb earlier this year. EVSR will run the cars up the hill again, and it will hold a workshop about electric racing, called "Redefining Motorsports - A How-To Guide for Creating a Revolution in Speed." BMW X1 testing is underway

It was just a few weeks ago that we got our first glimpse of the next-generation BMW X1, riding around on a flatbed. Now, we have the first batch of images of the small crossover moving under its own steam.
Like the previous round of photos, BMW's psychedelic camouflage is on hand to obscure sheetmetal details, but our intrepid spies still managed to discover a bit about the new X1. It's internal code-name will be F48, and it will sit on the same platform as the next-generation Mini and the BMW 1 Series GT. And for those keeping track at home, those are both front-drive platforms.
The reasoning for the X1's new layout, though, is understandable. Front-wheel drive is more space efficient and affordable, which are kind of big deals to customers. The next X1 won't be limited to its front wheels, though, as BMW's xDrive system is almost a certainty on higher-end trims.
