NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." Under terms of a Consent Order issued to BMW, the company acknowledges that it violated requirements to issue a timely recall of vehicles that did not comply with minimum crash protection standards, to notify owners of recalls in a timely fashion, and to provide accurate information about its recalls to NHTSA. NHTSA imposed a $3 million civil penalty to BMW in 2012 for similar violations.

Despite rumors, Tesla will not be producing a "Model M" electric motorcycle. After a rendering of a Tesla motorcycle concept by a designer named Jans Slapins began circulating online, some folks mistakenly thought it was something Tesla intends to build. Slapins, though, has no relationship with Tesla, nor has he claimed to. As cool as it could be, Tesla hasn't stated an interest in producing an electric two-wheeler, and, as Green Car Reports explains, Tesla's batteries don't lend themselves to the size and shape of a motorcycle the way, say, Zero's do. The EU is funding the project in the hopes that commuters would choose such a vehicle over polluting, traditionally powered vehicles for their daily drives. The initial plan is to create two four-wheeled tilting vehicles for demonstration purposes. The two manufacturers will also receive support from Bosch and several universities. Read more at Visor Down. Total has opened a hydrogen filling station in Munich, Germany with both standard compressed and BMW cryo-compressed hydrogen (CCH2) technology. CCH2 involves storing the fuel on board at low temperatures and just 350 bar pressure. It allows for up to 50 percent more storage than standard 700 bar systems (and, subsequently, a greater driving range). Having CCH2 hydrogen available at a public station allows BMW to further its fuel cell research and development with real-world testing. Read more at Green Car Congress. IKEA will install free EV charging stations at all of its Canadian stores. Each of the 12 stores will offer, initially, two 60-amp chargers available on a first-come-first-served basis. Sun Country Highway will install the chargers by the end of this summer (that's right, you don't have to assemble them yourself). IKEA sees itself as a prime location for EV charging as most of its stores are located near major highways. All of Canada's IKEA stores get their energy from renewable sources. "Electric vehicle charging stations are an important step on IKEA Canada's continuing journey towards sustainability," says IKEA's sustainability manager, Brendan Seale. Finalists for 2014 Green Car of the Year announced

The list of finalists for the 2014 Green Car of the Year has been announced, and in a genuinely bizarre twist, there's only one hybrid and no electric vehicles among the five contestants, despite the arrival of cars like the BMW i3 and Tesla Model S. Taking the place of the EVs are a pair of diesels, repping a technology that last won a Green Car of the Year award in 2009, when the Audi A3 TDI took the title. No diesel was in the running for last year's award.
Naturally, both of the diesel finalists are fielded by the Germans - with BMW's 328d and Audi's A6 TDI getting the nod. In the case of the 3 Series, BMW installed a 2.0-liter, turbodiesel, capable of delivering 180 horsepower and 280 pound-feet of torque, while returning 45 miles per gallon on the highway. Audi and its larger, 3.0-liter, V6 turbodiesel produce quite a bit more grunt, with 240 hp and 428 lb-ft of grunt, but net a very impressive 38 mpg on the highway in the A6.
Finalists for this year's awards include two diesels, three gas-powered cars and a plug-in hybrid.
