Recharge Wrap-up: Hyundai/Kia fined $755M for exaggerated MPG ratings; BMW dealers want more i8s

The fine against Hyundai and Kia has grown to $755 million for overstating fuel economy ratings. $360 million of that fine comes from the EPA for violation of the Clean Air Act: $100 million is a civil penalty, $210 million is a forfeiture of greenhouse gas credits and another $50 million will pay for independent fuel economy audits on future models. The remaining $395 million is a settlement for customers who purchased the affected vehicles. A slew of 2011 to 2013 models were found to have fuel economy ratings overstated by one to six miles per gallon. Customers will be awarded funds to offset the unexpected fuel costs or to put toward a new Hyundai or Kia vehicle. Read more at Hybrid Cars. BMW dealers are awaiting details on new dealership standards - and BMW i8 models for their showroom floors. According to BMW National Dealer Forum Chairman Steve Late, BMW dealers are anxiously waiting to see what sort of updates they'll need to do to get in line with BMW's Future Retail 2016 program. As for the new EVs, Late says that the BMW i3 sales were slow to start, but that once people learned more about it, "wham, bam, it is taking off." The i8 shortage is a bigger problem: "I was allocated three for 2014, and I have a waiting list of 47 people. This year, maybe I will get eight or 10, and I still won't be able to fulfill them." Still, Late says he won't sell the cars at an upcharge. Read more at Automotive News. Opel is reportedly planning an electric version of its Karl hatchback. According to German automotive magazine Autobild, Opel will begin selling the diminutive Karl EV by the end of 2018. The electric car will offer a driving range of about 93 miles. The gasoline-powered version is expected to begin deliveries this June. Read more at Automotive News Europe. PSA Peugeot Citroen says it will keep its Hybrid Air program alive as it looks for a cost-sharing partner. Hybrid Air technology uses a compressed air hybrid system to improve fuel economy as we saw in the Peugeot 208 Hybrid Air concept. A French newspaper reported that Hybrid Air won't make it to commercialization, and that the program's team of engineers has been reduced. A PSA spokesperson confirms the change to the program, saying, "We are now waiting for another partner to help us begin the production stage." Read more at Automotive News Europe. Related Video:

BMW's fuel cell coming after 2020

Honda made news earlier this week at the Tokyo Motor Show by announcing details of the what will be its first production hydrogen fuel cell vehicle earmarked for the US next year. As for BMW? Not so fast. The German automaker might start working on a fuel cell vehicle for one of its larger sedan lines, but don't expect it to see the light of day before 2020, Reuters reports, citing remarks made by BMW executive Merten Jung in Tokyo. Bimmer has been collaborating with Toyota on advancing fuel-cell technology since 2013, but any production vehicle from BMW would take place after that collaboration expires. In fact, one point Jung made was that the BMW fuel cell would be able to go further on a full tank (of hydrogen) than the Toyota Mirai's 300+ miles. Earlier this year, reports surfaced that BMW may have a fuel-cell vehicle ready before the end of the decade, and that it would likely be sold under Bimmer's i brand of advanced-powertrain vehicles. Additionally, this summer, videos started coming out showing a hydrogen fuel cell i8 prototype (a rather sporty one, actually) as well as a 5-series prototype, so getting a handle on BMW's plans for fuel cell vehicles is a bit of a moving target. As for Honda, the Clarity will be earmarked for fleet and business customers in Japan first before marketing starts for everyday drivers. BMW i3 owners in California get $1,000 to delay charging

It's fairly rare to get paid for doing absolutely nothing, but that's exactly the case for a select group of BMW i3 owners in California. A hundred people are part of the ChargeForward pilot program in coordination with BMW and Pacific Gas & Electric Company, and each participant gets a $1,000 gift card to not plug in their cars – at least not whenever they want to. It's all part of an attempt to develop strategies to reduce the strain on the grid during peak usage. The trial runs from July 2015 to December 2016 in California's Bay Area. According to the automaker's website, when plugged in, BMW has the ability to delay the charging of the i3s by up to an hour. There are no necessary mechanical or software modifications necessary, either. Although, if drivers desperately need the juice, they can also opt out of the program for a day. At the end of the experiment, the people are eligible for a second gift card for up to another $540, depending on their involvement. According to Bloomberg, with 65,000 electric vehicles in Northern California, the power company estimates the area has among the highest concentrations of EVs in the country. While all of those emissions-free miles are great for the environment, plugging them all in once just adds to the load on the system. As a second part of the program, used Mini E batteries are being repurposed to create a solar-powered, stationary storage system that Pacific Gas can also use to supplement the grid.
