Police smash sinking BMW window with rock to save woman trapped inside

Two quick-thinking police officers in New Zealand saved a woman's life after her BMW somehow ended up in the the ocean on Tuesday afternoon. Witnesses told Stuff.co.nz the woman drove off of a rock wall surrounding a parking lot at Waitemata Harbour in Auckland, New Zealand, and into the ocean. Her BMW immediately began filling with sea water. Bystanders called police and made their own attempts to save the woman. Officers Paul Watts and Simon Russell also tried to open her car doors and smash the windows with a baton. Their failed efforts wasted precious time. The woman soon had to crawl toward the back window, the last part of her car not completely submerged in water. Officer Watts smashed the window with a rock and they were finally able to pull her to safety. Watts told The New Zealand Herald the woman was moments away from drowning. Seconds after extracting her the car sank completely into the ocean. "It was pretty close, probably 30 or 40 seconds after we managed to get the female out of the car, the car was already slipping further into the water," Watts told the Herald. Police are still investigating what caused the accident. The woman was in shock and suffered cuts and bruises. She is in stable condition at a local hospital. BMW considering North American engine plant?

BMW may be set to expand its US operations with a new engine plant, Bloomberg reports. The Bavarian automaker already has its Spartanburg, SC factory which builds the company's X3, X5 and X6 crossovers. According to the story, Mexico is also under consideration for the BMW engine factory, with the report claiming a final decision will be made in 2014.
"Establishing local motor manufacturing abroad is more complex than assembling cars, but it's a logical step for them to eventually start making engines in markets where they're expanding vehicle production," Juergen Pieper, an analyst for Bankhaus Metzler tells Bloomberg. Building engines in the US or Mexico would save BMW from having to ship engines for some of its most popular models across the Atlantic.
BMW, for its part, hasn't said anything concrete. Spokesman Mathias Schmidt is quoted in the story saying, "As part of our long-term growth strategy, we're frequently looking at different countries for possible locations of future production facilities. No decisions have been made yet, though, for an additional plant."

NHTSA gives okay for three automakers to skirt tire-related recalls

BMW, Honda, and Mercedes-Benz are all going to avoid small recalls, after the National Highway Traffic Safety Administration issued petitions for "findings of inconsequential noncompliance" to the three manufacturers, according to Tire Business. Basically, the petitions allow the brands to avoid recalls for some very, very minor issues.
BMW had tire placards on 364 X6 M CUVs that stated the car could only handle four passengers, when in reality it had room for three in the back. Actual plausibility of fitting three real humans in the slope-roofed Bimmer aside, the Munich-based manufacturer argued it was inconsequential, as the placards were correct regardless of the number of passengers.
Honda's case focused on 212 2011 and 2012 Acura TSX sedans equipped with 18-inch wheels. The TPMS systems on these cars were set for 17-inch wheels, rather than the larger hoops, but even with the lower settings, the tires maintain adequate load capacity.
