Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Is this the new BMW 7 Series?

Autocar has stumbled upon what appears to be the first uncovered photo of the next-generation BMW 7 Series. It looks like the real deal, and we'll know for sure on June 10, when the 2016 model is officially revealed. This image allegedly appeared on a BMW configurator, and has since been taken down. According to Autocar, the new 7 Series will come in 730d, 740i, and 750i trims (in Europe, anyway), with or without xDrive all-wheel drive. BMW already released a few details about its new 7 Series. We know that the new car will be nearly 290 pounds lighter than its predecessor, and will feature gesture control technology and an LCD display key. We're sure BMW has a whole lot more in store for its new flagship, so check back later this week for the full helping of details.

Ex-Rolls-Royce design chief Ian Cameron killed at home

Former Rolls-Royce design chief Ian Cameron, the man who oversaw the automaker's design renaissance with the Phantom and Ghost ranges, was stabbed to death at his home in Bavaria (translated) on July 12. German newspaper reports have identified a suspect via surveillance camera (translated) whom police say is the killer. Apparently, the man went shopping at a store less than a mile from Cameron's house, then changed clothes and showed up at Cameron's door. A surveillance image before the suspect gets to the house shows him wearing the items that neighbors described, notably light pants, a dark blue hoodie, a red backpack and "yellow-green gloves." Someone reportedly cut the wires on the home security system, the suggestion being that the suspect or someone else involved had cased the house for at least a few days. It's said the killer rang the doorbell, attacking as soon as Cameron opened the front door, stabbing the designer to death. Verena Kloos, Cameron's wife, escaped to a neighbor's house and called police. This is a bizarre incident. Reports have floated the motivation that the killer wanted one of the vehicles in Cameron's car collection at the Bavarian property. Instead of going after a car, though, the killer ran off in his distinctive outfit, staying in the open long enough for neighbors to give a detailed description. He then changed clothes and ditched the backpack on a lakeside promenade not far from Cameron's house. Strangest of all, the man apparently left the clothes near the backpack, and the backpack contained items the man had bought during his shopping trip before the murder.  At the time of writing, police are searching throughout Germany but haven't caught the suspect. With a clear picture and a likely trove of DNA evidence, authorities have excellent leads. Cameron's career started at Pininfarina in 1975, culminating in a greatest hits of designs while at BMW. He has exterior design of the third-generation Range Rover on his resume, as well as the BMW Z8. It was Cameron's Phantom, though, that helped create an entirely new Rolls-Royce after BMW bought the brand. CEO Chris Brownridge wrote on LinkedIn that "Ian played a significant role in shaping Rolls-Royce from when it was first acquired by BMW Group and moved to its home at Goodwood, West Sussex.
