Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate." Porsche tops JD Power APEAL study for 12th time

JD Power's 2016 Automotive Performance, Execution, and Layout (APEAL) study hasn't changed much this time around with Porsche coming in at No.1 for the 12th consecutive year, while BMW was close behind in second. Jaguar and Mercedes-Benz tied for third with Land Rover, Lexus, and Lincoln tied for No.5. The APEAL Study, according to JD Power, measures owners' level of excitement and emotional attachment across 77 parameters. Brands and cars are rated on a 1,000-point scale. The study found that new cars with modern safety features including low speed collision avoidance and blind spot monitoring have higher APEAL scores than vehicles without the features. The overall industry score increased from 798 to 801, which JD Power claims was helped by the launch of a variety of new vehicles. This year, 22 out of 30 new or redesigned cars received a higher score than the vehicle's respective segment average. Porsche is once again at the top of the list as the automaker's score increased by three points to 877. BMW outscored Jaguar to take second place with a score of 859, while the British automaker dropped three points from last year with 852 points. Volkswagen overtook Mini to become the top-ranked non-premium brand with 809 points, while the latter automaker trailed behind by one point. At the end of the scale, Smart came in at the very bottom for the second year in a row with a score of 745 points, which represents an increase of 62 points over last year. Fiat's score increased by six points to 755, but still confined the automaker to second-to-worst place for a consecutive year. Mitsubishi's score increased to 770, up from 755, to become the fourth-worst brand, while Jeep fell to third-worst with a decrease in seven points to 756. General Motors received six segment-level awards, followed by Hyundai with five, and BMW and VW earning four apiece. Surprise segment victories include the Chevrolet Camaro, which outscored the Dodge Challenger, and the Lexus RC which ranked above the BMW 4 and 3 Series. 2013 Dinan S3 BMW 550i

Steve Dinan has been enhancing BMW models since 1979. But don't throw his company into the ring with the dozen or so other tuners who tweak, tinker and piggyback upgrades on the famed German marque. Dinan is a tuner, but it's also an engineering firm that writes its own software, builds its own parts and then backs everything it does with a factory-grade warranty. That sort of fastidiousness comes at a price, but most of its customers - including the powerhouse of BMW Motorsport - rely on Dinan to help them come out on top.
In stock form, BMW's 550i is a formidable four-door with a twin-turbocharged 4.4-liter V8 rated at 400 horsepower and 450 pound-feet of torque. While those figures allow it to run with quick company (0-60 in 5.0 seconds, according to the automaker), Dinan puts the sedan's kettle on full boil with its S3 package. Starting with the engine, the performance engineering firm bolts on larger turbochargers, air-to-water intercoolers, a trick strut tower brace cold air intake, a quad-pipe free flow exhaust and its own engine management software. Pump in some premium fuel, and the result is 542 horsepower and 587 pound-feet of torque. Power is sent through the stock eight-speed automatic to a limited slip rear differential (Dinan will upgrade xDrive all-wheel drive models, too).
The Dinan S3 also features and extensive suspension upgrade that includes new front camber arms and low compliance rear control arms (engineered to reduce understeer and improve turn-in). The stock dampers are retained, but new bump stops are installed along with new springs. Overall, the car rides about a half-inch lower than stock to improve roll rate. To reduce unsprung weight, forged 20-inch HRE Performance wheels are fitted at all four corners (wearing Michelin Pilot Super Sport tires - 275/35ZR20 up front and 295/35ZR20 in the rear). Lastly, the company remaps the factory Electronic Damper Control (EDC) software with its own Dinan Shockware to work in conjunction with the new enhancements.
