Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

*UPDATE: Nissan has released a video of the Leaf in Puerto Rico, so we've embedded it below. Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. The 2017 Alpina B7 xDrive isn't as cool as the BMW M760i

Steve Ewing is good people, but when it comes to big BMWs, he talks nonsense. He argues, incorrectly, that the new Alpina B7 is somehow cooler than the new M760i. Here's why he's wrong. No surprise, but the bulk of the pro-M760i argument comes from under the hood. Yes, both cars produce 600 horsepower and 590 pound-feet of torque, but it's where the power comes from that really matters. The M760i's power is just much more accessible, with peak torque coming in at just 1,500 rpm, while the Alpina makes owners wait until 3,000 rpm for max twist (a fact Ewing glosses over). The V12 also offers up all 600 horsepower at 5,500 rpm, 250 rpm earlier. Sure, the Alpina is 0.3 seconds faster to 60 miles per hour – it does the deed in 3.6 seconds to the M760's 3.9 seconds – but it relies on a tweaked transmission setup to do it. Not only that, but big automakers like BMW are usually quite conservative about performance figures, so it's still a bit early to hand a medal to the aftermarket. Here's the other thing about the engines – Nigel Tufnel would prefer the M760i. See, the Alpina has a 4.4-liter, twin-turbo V8, but the M760i has a 6.6-liter, twin-turbo V12. To paraphrase Tufnel, "This one has a V12." We rest our case. Other changes between the two cars are largely in the eye of the beholder – we can talk about the transmission, suspension, and xDrive changes until we're blue in the face, but we simply don't have enough information about the two setups to make substantive arguments – some people might prefer the subtler styling of the M760i. We're not going to blame anyone for liking the more aggressive look of the Alpina, with its big, quad-tipped exhaust, meaty front splitter, or aggressive side sills. And those 21-inch Alpina wheels? Getting Our Butts In The Seats
Both the non-M BMW 3 Series sedan and 4 Series coupe have so far brought much pleasure to us at Autoblog. The terrific four-cylinder 328i trim has become our favorite of the 3 Series line, while we have yet to get a chance at the 428i coupe. That said, the 35i trim powered by a 3.0-liter TwinPower Turbo inline six-cylinder engine is not exactly to be sniffed at.
We all know the ones you're really waiting for, though. The F80 fifth-generation M3 sedan and the supremely sexy F82 M4 coupe. Rumors have been buzzing for a couple of years now that the engine would be another V8, only turbocharged this time, or else a tri-turbo six. Well, today BMW confirmed that the mill under the hood's power bulge is a 3.0-liter inline six-cylinder TwinPower Turbo of the biturbo variety, referred to internally as "S55B30 variant."
