Chinese-made electric Mini threatened with highest EV tariff from EU

BERLIN — The new all-electric Mini Cooper made in China is set to be hit by the highest EV tariff of 38.1% under the EU's provisional plans, a Reuters source familiar with the matter said on Friday, a potential terminal blow for the car's sales prospects. Mass production of the roughly 35,000-euro ($37,345) vehicle, produced by a joint venture of BMW and China's Great Wall Motor Co Ltd, began late last year - shortly after the EU launched its probe. With production still in early days, the joint venture was unable to fulfil the European Commission's survey to the level of detail required to be classed as a company cooperating with the investigation, the source said, declining to be named because discussions are private. Companies seen as cooperating with the EU were subject to lower tariffs of 17.4%-21%, according to a European Commission document seen by Reuters. That includes BMW Brilliance Automotive, another BMW joint venture that has produced the electric iX3 for export to Europe from China since 2021. BMW declined to comment. BMW CEO Oliver Zipse said earlier this week the tariffs were the "wrong way to go", echoing concerns from other German carmakers fearful of a trade war which could end in counter-tariffs on cars exported from Germany to China. The European Commission said that joint ventures producing cars in China would be subject to duties, without specifying whether more recently formed ventures might benefit from the lower 21% rate for companies that cooperated with the investigation. A 38.1% price hike on the Mini, which was to be exported from China to Europe, could dent sales at a time when the carmaker is counting on every projected all-electric sale to help meet tightening carbon emissions targets. The deadline for imposing provisional measures is July 4, after which the investigation will continue to late October. That leaves time for Beijing and Brussels to make a deal to soften the blow. Recharge Wrap-up: BMW X5 PHEV debuting in Shanghai, Proterra sets up shop in CA

South Carolina-based Proterra has received funding to build electric buses in California. The California Energy Commission has awarded the company, which is headed by former Tesla executive Ryan Popple, a $3-million grant. Proterra will use the funds for a facility in the LA suburb the City of Industry, where its largest customer, Foothill Transit, also operates. Proterra has also opened an office in San Bruno, just south of San Francisco. Read more at SFGate or at ValueWalk. Despite its "urban mobility" design, the BMW i3 has become popular outside of large cities. Rather than singular urban centers, "The strongholds in this country are parts of California, Texas and southern Florida," said BMW North America CEO Ludwig Willisch. He also says the electric car hasn't been particularly successful in the Northeast, with cities like New York perhaps not being as mindful of sustainability as California. BMW will debut its X5 xDrive40e plug-in hybrid at the Shanghai Motor Show this month. It is the first PHEV from BMW's core brand (not from its i sub-brand). It uses a turbocharged four-cylinder engine and electric motor for a total of 313 horsepower, and a combined fuel economy of about 70 miles per gallon (according to the ECE test cycle). BMW 5 Series future: 3-cyl engines and 600-hp M5

What if we told you the next BMW M5 would crest 600 horsepower? You probably wouldn't be too surprised, considering the steady increase in output that's accompanied each preceding generation. Now, what if we told you that the next BMW 5 Series would be available with a three-cylinder engine? Yeah, that'd be a surprise. But it may be a reality, according to a new report from Car. In its roundup of information on the next-gen BMW 5, code-named G30, the Brit mag predicts the new sedan will arrive in the summer of next year riding on an all-new platform that trims nearly 180 pounds of body fat through the use of high-strength steel, aluminum and carbon fiber. That platform, called the CLAR, which is short for Cluster Architecutre will give birth to not only a new 6 Series, but (for some reason) a 5 Series Gran Turismo and a Touring model, which won't likely be sold in the US. It will also underpin the 7 Series, eventually. Under hood, the lighter 5er will be paired with a new 1.5-liter, three-cylinder turbodiesel for the entry level 518d. This is the same three-pot oil-burner found in the 2 Series Active Tourer and Mini Cooper D. Of course, considering how little of BMW's actual engine range is sold in the US, we very much doubt the 518d will make it across the pond. More likely candidates for the US market include a range of a 2.0-liter, four-cylinders, such as the 272-horsepower 528i, and potentially a four-cylinder diesel. Naturally, there will be six-cylinder mills, found on the 530i, 530d, 540i and M550d. At the very top of the range, of course, will be a 600-hp M5. There will even be a range of hybrids and plug-in hybrids that are sure to further annihilate the formerly logical BMW nomenclature. Car expects the new 5er to arrive next summer, which we'd wager would lead to a debut at either the 2016 Geneva Motor Show or perhaps next year's Auto China, in Beijing.
