Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW M4 Convertible spied with naked top and trunk

Our trusty spy photographers have been at it again, snagging these first images of the forthcoming BMW M4 Convertible without camouflage on its retractable roof and rear deck. You'll recall that this is not the first time we've seen the followup to the M3 Convertible, but that the last batch of images we had were encumbered by a lot more camouflage - this car is virtually naked by comparison.
Not surprisingly, the M4 looks to share its folding hardtop design with the standard 4 Series droptop, and it should operate in a similar manner as well. It's no surprise, but it looks like BMW is going to try and make the transition from M4 Coupe to M4 Convertible as effortless as previous efforts converting the M3 to an M3 Convertible. That should mean that below the beltline, this car is nearly identical to the coupe we saw in Detroit.
As for the camo'd features on these spy photos, the hood, front fascia, rear fascia, quarter panels, side sills and mirrors have all been shown on the M4 Coupe, and don't really bear mentioning. There's been no word of just where the M4 Convertible will make its debut, although considering the lack of disguise on this car, Geneva seems like a likely destination.

2014 BMW i3

We can only imagine the challenges BMW is going to have explaining the i3 electric vehicle to the world. It's got a new powertain (all-electric, with optional range extender), a new production method (carbon fiber reinforced plastic!), a new brand (the 'i' line) and a new vehicle type (it's a city car). Despite everything that's different, BMW is still trying to talk about the i3 as if it fits in with the rest of the company's vehicles. But it doesn't. Not really. And that's going to make the marketing and salespeoples' jobs quite difficult.
Which is a shame, really, since the i3 is amazing. If it didn't carry the BMW 'heritage' baggage, people would be falling over each other to sing its praises. This is one of the smoothest, roomiest and slickest electric vehicles we've ever driven, with a lot of hidden surprises. It is a wonderful city car, and well designed for the car-sharing, emissions-aware drivers of the near future. But since the i3 carries the BMW name, everyone we ran into while cruising the narrow streets of and flat countryside around Amsterdam in a Euro-spec i3 recently wanted to know one thing: is it "a BMW" as well as being an electric car? During one photo shoot, a police car pulled up next to us, totally stopping traffic. While my co-driver and I instantly thought we were going to be asked to move, the officer simply wanted to know what the scoop was about all the i3s he had seen that day. Oh, and does it drive like a BMW?
We'll answer that question in detail below. The most important thing to remember is that the BMW i3 comes from the new "i" sub-brand within BMW. Like Mini, the i line really is a different beast, despite the roundel's presence. So, what makes a BMW a BMW? The answer is as easy as ABC. Or, in this case, as simple as Bayerische Motoren Werke, or Bavarian Motor Works.
