Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

*UPDATE: Nissan has released a video of the Leaf in Puerto Rico, so we've embedded it below. Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Williams said he'd only try a similar event in the future if sponsorship were provided up front. Read more at Green Car Reports. The Nissan Leaf will finally go on sale in Puerto Rico.

The 2016 BMW M4 GTS sounds so good

Critics and those hopelessly in love with the limited-edition, juiced-up 2016 BMW M4 GTS will both concede that water injection isn't a new technology, but it has also never been used on a production car with an intercooler before. It's traditionally been the realm of highly-tuned supercharged piston aircraft engines and some jets, although some pre-intercooler cars used the system as well. All that history sets the scene, but the M4 GTS steals it. Carfection takes a close, loving look at all the little details that set this BMW and its novel water-injection system apart from a typical M4, which it should be noted is no slouch at all. While it's DCT-only, it puts out 493 hp (a full 68 hp more than a normal M4). The example Carfection examines is painted in the available Frozen Dark Grey, with lovely 19- and 20-inch snowflake-style alloys set off in a color known as Acid Orange. Don't miss the startup and revving. The M4 GTS breathes through a titanium exhaust system, and it sounds monumental. As we mentioned in the reveal piece, this is a very limited-production vehicle. 700 will be built, and only 300 will make it to the States – and only 30 in the UK, where Carfection is based. Alpina D3 Bi-Turbo torquing its way toward Frankfurt

Few tuners benefit from the kind of factory support that Alpina does, giving the pseudo-aftermarket firm nearly as much official status as BMW's own M division. And this is its latest product.
Set to debut, as expected, at the Frankfurt Motor Show this week is the new Alpina D3 Bi-Turbo, which you can consider, for all intents and purposes, the diesel M3 that BMW never built. While the outgoing D3 (which was Alpina's best-selling model) used a four-cylinder engine, Autocar reports that the new model packs a 3.0-liter, twin-turbo inline-six diesel to drive a respectable 345 horsepower but a mammoth 516 pound-feet of torque to either the rear wheels or all four through the optional availability of xDrive. (European buyers will also be able to choose between sedan and wagon bodystyles.)
The engine is the same as you'd find in the XD3 and D5 (Alpina's diesel performance versions of the X3 and 5 Series, respectively), but in the lighter 3 Series form can propel the D3 Bi-Turbo up to 62 miles per hour in 4.6 seconds and on to an Autobahn-crunching top speed of 173 mph. And as per Alpina tradition, visual cues are minimal, with a subtly optimized aero kit and 19- or available 20-inch alloy wheels. Unfortunately, the 7 Series-based B7 is the only Alpina we get on this side of the Atlantic, but an oil-drenched performance enthusiast can dream.
