Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. BMW recalling all 2000-06 3 Series models over airbags in US, 1.6M globally

We just can't seem to get away from recalls involving the faulty airbag inflators supplied by Takata. There are already millions of vehicles in need of repair as a result of these ever-expanding campaigns, and BMW is adding another 1.6 million worldwide. The Bavarian automaker is issuing a recall for certain 3 Series models, including 574,000 of them in the US, to replace the passenger-side, front airbag inflator.
Specifically, the campaign covers 3 Series models from the 2000 through 2006 model years built between May 1999 and August 2006. "It's only the E46" generation of cars that are affected, which are now two model revisions old, according to BMW of North America spokesperson Matt Russell, speaking to Autoblog.
These models suffer the same problem as the rest of the vehicles with the faulty inflators. It's possible for the part to rupture during airbag deployment and possibly spray shrapnel at the occupant. However, according to BMW, the automaker isn't aware of any actual cases of this happening in any of its vehicles.

BMW 4 Series Convertible basks in the sun

The BMW 4 Series Convertible will show its non-camouflaged face sometime later this year, but our spies recently caught this nearly naked prototype out getting some sun. As you'll recall, the droptop 4 Series replaces the 3 Series Convertible in the BMW range, and if our recent stint behind the wheel of the new 435i Coupe is anything to go on, this topless 4er should be quite a fun runabout for sun-drenched motoring.
To no one's surprise, the 4 Series Convertible shares all of its design with the 4 Series coupe, save, of course, the obvious roofectomy. Beyond that, the topless 2+2 will use the same engines and transmissions as the coupe, meaning it should arrive in the US in both 428i and 435i guises, powered by a 2.0-liter turbocharged inline-four and 3.0-liter turbocharged inline-six, respectively. Both six-speed manual and eight-speed automatic transmissions will be available.
The car spied this time around has the full M Sport visual treatment, with the revised (and better-looking) front fascia, larger 19-inch wheels, and attractive Melbourne Red paint. Interestingly, it appears this prototype has the standard xenon headlamp setup, rather than the full-LED option that's also available.
