NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." Under terms of a Consent Order issued to BMW, the company acknowledges that it violated requirements to issue a timely recall of vehicles that did not comply with minimum crash protection standards, to notify owners of recalls in a timely fashion, and to provide accurate information about its recalls to NHTSA. NHTSA imposed a $3 million civil penalty to BMW in 2012 for similar violations.

If you're a BMW i3 REx owner who's willing to risk voiding your warranty, there's a low-level hack that offers up an interesting question. Which is worth more, an extra 20 miles or so of range from the gas-powered range extender or the ability to listen to local sports, like, for example, the iconic Vin Scully on Los Angeles Dodger broadcasts? The choice might be easy for Dodger fans, but it could be a bit more challenging anyone ready to make a road trip. The i3 REx is considered a zero-emissions vehicle under the odd rules from the California Air Resources Board (an important category for automakers) because the miles provided by the gas-powered range extender are about equal to the single-charge range of the vehicle's battery, Green Car Reports says. Some enterprising folks have figured out how to modify the software to tweak the car's capabilities. That means that instead of being able to put in only 1.9 gallons of fuel at a time into the tank, you can put in 2.4 gallons, allowing for that extra 20 miles of driving range. Additionally, the i3 REx's software suppresses AM radio because of potential electromagnetic interference from the electric drivetrain. But, again, that can be reversed with a few tweaks to the software. We need to give out a warning, though: messing with these sorts of software settings is a good way to void your warranty. So, if you're in LA and thinking about enjoying that Dodger (or, dare we say, Giant) broadcast and a few extra driving miles, make sure to figure in all of the factors. BMW bringing two new concepts to Pebble Beach

BMW has announced that it will reveal not one, but two new concept cars during Monterey Car Week next month. The Bavarian automaker released this teaser image in conjunction with the announcement, showing what looks like a rather racy steering wheel to suggest that at least one of those concepts will be focused on performance. The signature red and blue stitching on the wheel and the participation of the M division's R&D chief in the press conference also hint at its nature. We're intrigued, though, by some of the buttons on the wheel with labels like "Flash," "Cool," and "PSL." The Roundel marque has been known to create concept cars to showcase at classic car concours, but they're more often presented at the Concorso d'Eleganza Villa d'Este that BMW has supported for over a decade on the shores of Italy's picturesque Lake Como. That's where BMW revealed in recent years the 3.0 CSL Hommage, the Pininfarina Gran Lusso, and the Zagato Coupe concepts (to name just a few). It did, however, follow up on the latter with Zagato Roadster concept at Pebble Beach that same year. We might project that at least one of the concepts would represent another brand affiliated with BMW – like Mini, Rolls-Royce, or BMW Motorrad. However the announcement below seems to indicate fairly clearly that they'll both be "concept cars" (not bikes), and that they'll be presenting the BMW brand itself (not another from the group). The show cars are also likely to veer more toward the design-study end of the spectrum than previewing any specific upcoming production models, and we wouldn't be surprised if the two arrived as a matching pair of sorts. BMW's California-based Designworks studio is also likely to have played a key role in at least one of the projects. But to find out more, we'll have to wait for the press conference on August 13 in the BMW Villa at Pebble Beach. The concepts will subsequently make the rounds of key Monterey events, including The Quail, the Legends of the Autobahn Concours d'Elegance, the Rolex Monterey Motorsport Reunion, and of course the headline Pebble Beach Concours d'Elegance.
