Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Forza Motorsport 6's new drivable Hot Wheels cars are the best

Each month, Turn 10 Studios releases a new car pack for the latest installment of its Forza Motorsport video game. Sometimes that means less-than-exciting stuff coming to our Xbox Ones – BMW X6M, bleh – but this time our inner seven-year-old is beyond ecstatic. Two of the seven cars are based on actual Hot Wheels models. And. They're. Awesome. First we have the 2011 Hot Wheels Bone Shaker. Yes, there are flames on the side. And yes, there's a giant skull where the grille should be. This one came from the imagination of "Mr. Hot Wheels" Larry Wood, whose design was so popular it inspired an actual real-world creation. Like all good things in this world, it's powered by a small-block Chevy V8. Oh, and it has no roof. This will be a popular one among gamers. The other digitized Hot Wheels creation is a 2005 Ford Mustang. A modest vehicle, sure, but the toy designers have festooned this pony car with a wild paint scheme and the body mods to emphasize it. Originally developed to celebrate the 'Stang's 50th birthday, this Hot Wheels car trades Americana for wild Japanese style. There's just one functioning life-size version of this car in existence as well, but if you look hard, you might be able to find one of the 1:64 scale models that inspired it. Other highlights from this month's car pack include the latest Ford Focus RS – finally time to replace that NASCAR-V8-powered, all-wheel-drive 2009 Focus RS – the 2015 McLaren P1 GTR, the 2016 Chevrolet Camaro SS, the aforementioned X6M, and Alain Prost's 1990 Ferrari 641 F1 car. 2015 BMW X4

BMW has been in the line-blurring business of late, with the original X5 "Sports Activity Vehicle" muddling the line between SUVs and sport sedans in 1999, the 5 Series Gran Turismo challenging what our definition of "Gran Turismo" means in 2009, and pretty, low-roofed four-doors like the 6 Series Gran Coupe and the fresh new 4 Series Gran Coupe broadening the meaning of the word "coupe."
In the midst of all of this, BMW blurred the lines around both the SUV and coupe genres with its big, heavy, and in many ways ridiculous X5-based "Sports Activity Coupe" (cue collective eye-roll), dubbed X6. Auto wags scoffed at its lack of utility, compromised outward visibility and added cost, but a more emotional public was apparently smitten enough by its aggressive looks to avail itself of some 250,000 of them worldwide in six model years on sale.
Enter the all-new 2015 X4 crossover - err, "Sports Activity Coupe" - which BMW hopes will perform as well in the compact category as the X6 has on the next rung up the ladder. Like the X6, the X4 is a tough sell on paper: it's more expensive and less practical than the X3 on which it's based; it's heavier, despite the loss of interior space; and it doesn't even hold as much stuff in the back as the 3 Series wagon. As with the X6, the X4 is essentially a high-riding style statement that, like proper coupes (the two-door kind), says to the world, "You fools can take your need for practicality and shove it. I just want to look good."
