Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. Car companies may need to start curbing model proliferation

Looking at the current automotive landscape, especially from German makers, you quickly get the impression that less definitely isn't more. BMW alone offers its 3 Series platform in practically every segment possible, including the regular sedan and 4 Series Gran Coupe, which would seem to be direct competitors. Porsche might be the winner, though, with 20 different variants of the 911 listed for sale on its US website. However, some of this model madness might be reaching an end as companies begin cutting back spending or shifting money to other priorities.
According to Yahoo Finance, the offerings from the German automakers are up 25 percent over the past three years to over 200 models in Europe. The peak is expected to come around 2018 at 230 separate vehicles, according to consulting company PwC.
Amazingly, BMW, which is among the poster children for this model explosion, might be changing its tune. "I'm sure there will be points in the future where we look at certain cars and say, 'Maybe we need to think differently now,'" said head of sales Ian Robertson in an interview, according to Yahoo Finance. The statement certainly sounds shocking coming from a company rumored to have 23 front-wheel-drive vehicles all using a single platform on the way.

Refreshed 2016 BMW 3 Series adds two new models to the range

The BMW 3 Series had years standing at the forefront of the luxury sedan segment, but competitors have continued to get better at challenging its long reign. To make sure the stalwart model can keep up, BMW is bringing some new powertrains and other upgrades to the range with a refresh for the 2016 model year. Plus, the exterior sees a very slight styling update. There are two big additions in the 3 Series range for 2016. First, there's the new 340i with the B58 turbocharged, inline-six engine to replace the 335i. Displacement is still 3.0-liters, but the latest mill makes 320 horsepower and 330 pound-feet of torque – gains of 20 hp and 30 lb-ft over the outgoing model. BMW estimates the 340i can reach 60 in 4.8 seconds with the standard eight-speed automatic or in 4.6 seconds with xDrive. A six-speed manual is also available as a no-cost option. The other new member of the family is the 330e plug-in hybrid, and it joins the lineup later in the year. BMW isn't specifically talking about the PHEV's powertrain, but the company estimates total output of 250 hp and 310 lb-ft. The sprint to 60 is forecasted at 6.1 seconds, and the range on electric power is predicted at 22 miles. Fuel economy isn't disclosed yet. Beyond these two models, there are a host of other upgrades under the skin for the 3 Series. The eight-speed automatic should be slightly more efficient thanks to wider gear ratio, and the handling is reworked with new front struts, rear dampers, and retuned electric power steering. There's also a Track Handling Package for gas-fueled models that combines Variable Sport Steering, Adaptive M Suspension and M Sport Brakes with high-temperature pads. The nav system accepts over-the-air map updates now, as well. You certainly can't see all of the changes on the outside, though. For the 2016 3 Series, BMW's designers tweak the front fascia slightly and update the headlights. LED units are optional on the 320i, 328i, and 328d, and they're standard on the 340i. The rear features reshaped LED taillights, and inside there's additional ambient lighting and chrome trim. In one other small adjustment, the look of the Sport Line package with black trim on the grille, B-pillars and rear bumper is now included on the 328i, 328d and 340i.
