Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. Tesla says Model 3 is best-selling midsize premium sedan in America

Auto sales figures are sort of fuzzy numbers, no matter how you slice them and no matter which manufacturer you're talking about. Unless you're specifically tracking vehicle registrations, automakers generally self-report the figures. So, you have to trust that they aren't doing anything too tricky. Plus, not every sale is equal, as some are logged as dealership loaners or demo models, some go to fleets (like to a rental car agency), and still others are, of course, bought by traditional customers looking for a new daily driver. With that preamble out of the way, when we saw a tweet from Tesla claiming that the all-electric Model 3 is the best-selling midsize premium sedan in America, our interest was piqued. According to Tesla, market share of the Model 3 has just surpassed the Mercedes-Benz C-Class, which had up until now led the Audi A4, BMW 3 Series, and Lexus IS as the best-selling sedan in its class. Note that the graph from Tesla below is, we think, specific to four-door models. So, is it true? Judging by the numbers we can find, including some from Bloomberg, which has a running chart to track Model 3 registrations, the answer is... probably. We don't know exactly how many Model 3 sedans Tesla is currently cranking out, but Bloomberg estimates production at about 2,560 units per week, and total sales for 2018 at 34,414. We know the number is increasing regularly, though, and Elon Musk has said most recently production sits around 500 units per day, which, on a seven-day cycle, would be 3,500 per week. We looked up Mercedes' sales figures for the month of May, 2018, and found that the German brand sold 5,419 C-Class models last month, for a total of 23,917 for the year (incidentally, that's down more than 30 percent from the year prior). While the bulk of those sales would surely be made up of sedans, it would also include a small percentage of coupes. Either way, it's likely that Tesla is currently producing and selling more Model 3s than Mercedes is C-Classes. Now, it's also worth considering if the C-Class is the only vehicle from Mercedes that directly competes with the Model 3. We'd guess customers may also cross-shop the CLA sedan with the Tesla, and if that's the case, you might decide it's worth adding in Mercedes' 2,527 CLA-Class sales last month and 9,622 so far for the year. The same argument could be made for certain versions of the BMW 2 and 4 Series.

We won't argue that crossovers are hugely successful vehicles, with automakers working to provide functional CUVs in a wide range of sizes. But over at BMW, things are just getting out of hand, as evidenced by this new X4 "Sports Activity Coupe" that debuts here at the 2014 New York Auto Show.
BMW is seeing fit to offer vehicles in even the most niche of niches, and the X4 is no exception. Want proof? Have a look at the X4, and the compare it to the X3, the 3 Series Gran Turismo, the 3 Series Sport Wagon, and the 4 Series Gran Coupe. Aside from marginal differences in things like ground clearance and the exact slope of the hatchback, what, exactly, is the difference?
Like the other models we just mentioned, the X4 is powered by either a 2.0-liter turbo-four with 240 horsepower or a more powerful, 3.0-liter turbo-six with 300 horsepower, and unsurprisingly, power is sent to the ground exclusively via the company's xDrive all-wheel-drive system. An eight-speed automatic transmission is the sole gearbox available with either engine. All sounds very familiar, right?
