Recharge Wrap-up: EVSR returns to Mt. Washington, China Mulls $16 Billion For EV Charging

Foxconn and electric carmaker BAIC are partnering to provide an electric car rental service in China. Slated to kick off next month in Beijing, Hangzhou and Jiangsu province, the company, called Henyu, will offer the EV rentals by the hour. Henyu hopes to offer 5,000, to 10,000 electric rental cars within a year, and wants to become the largest EV rental group in China. The company will also deploy BAIC's E150EV to ten cities for rental outside of Beijing. Read more at Want China Times. Hoping to convince more people to make the switch to electric cars, China is considering investing $16 billion to install charging facilities. Anonymous sources have said that an announcement about the program will be made soon. China has already announced and implemented various measures, such as incentives and tax breaks, to encourage more people to drive emissions free and improve urban air quality. China aims to have 30 percent of its government vehicle purchases be EVs by 2016, with higher targets after that. There's more from Bloomberg. BMW is launching a campaign to highlight technology features from the i8 to be used in other BMW vehicles. Called BMW Innovations, the program will include television ads showing how the i8's full-color heads-up display, LED headlight technology and Surround View Camera System are making their way into cars such as the 3 Series, 5 Series and X3, respectively. BMW Innovations also includes digital and social media campaigns, as well as hands-on technology presentations at dealerships. See the new ads below, and learn more in the press release. EVSR is set to return to Mt. Washington for the Alternate Energy Summit. It is the team's first time back since EVSR set the electric vehicle record at the Climb to the Clouds hill climb earlier this year. EVSR will run the cars up the hill again, and it will hold a workshop about electric racing, called "Redefining Motorsports - A How-To Guide for Creating a Revolution in Speed." The Alternative Energy Summit takes place on September 13 and 14 as part of National Drive Electric Week, and is free to the public. Read more in the press release, below. BMW planning Chinese recall for engine part issue [w/video]

After receiving an unspecified number of complaints in China, BMW has reportedly started a "full investigation" into what may be a defective part in its VANOS engine control system. BMW said via a Chinese blog that it would file a recall application with the the General Administration of Quality Supervision, Inspection and Quarantine in China.
BMW has not yet announced how many vehicles will be recalled, or which models the potential recall might cover. We're also curious as to whether the VANOS issue could extend into markets outside of China.

NHTSA expands new Takata probe to 4 more automakers

DETROIT — The U.S. government's highway safety agency has launched an investigation into four additional automakers that have a potentially deadly type of Takata air bag inflator in their vehicles but have yet to recall them. The National Highway Traffic Safety Administration said in documents posted Thursday that it is investigating Audi, Toyota, Honda and Mitsubishi in connection with a Takata recall involving 1.4 million inflators. This brings the total number of manufacturers potentially impacted to five, as BMW was connected to the issue when it was brought to light earlier in December. The inflators made by the now-bankrupt Takata have a distinct and separate problem that can cause them to blow apart a metal canister and spew shrapnel into people's faces and bodies. The problem killed a driver in Australia who was in an older 3-Series BMW, which has already recalled more than 116,000 vehicles. The problem is so dangerous that in some cases BMW has told drivers to park their vehicles until repairs can be made. The safety agency says in documents that Takata didn't provide details on the affected makes, models or model years of vehicles with the defective inflators. So it is telling the companies to recall them promptly. The agency says that based on when the faulty inflators were produced, it's likely that the vehicles to be recalled came from the 1995 through 2000 model years. In letters to all four automakers, NHTSA says they have five business days to notify the agency after finding out about a safety defect. “If your company has not yet gathered enough evidence to make a determination that the subject air bag inflators present an unreasonable risk to motor vehicle safety, reply with a detailed work plan including the benchmark dates required to make the determination,” the agency wrote in letters to all four automakers dated Wednesday. A Honda spokesman said Thursday it hasn't determined yet whether its vehicles are affected, but a decision should be made soon. Audi, Mitsubishi and Toyota said they are still investigating. NHTSA has told the companies to respond by Jan. 17. On Dec. 4, NHTSA posted documents from Takata and BMW detailing the problems. The documents said the Australian driver was killed, while another Australian driver and a driver in Cyprus were injured. Unlike previous recalls, the Takata non-azide inflators do not use volatile ammonium nitrate to fill the air bags in a crash.
