Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW says no more manuals, M cars capped at 600 hp

BMW appears to be approaching a big change in the way that it handles performance. First, the clutch pedal may be a goner from future M models, based on recent statements from the division's boss, Frank van Meel. We also might not be seeing any significant increases in horsepower from some of these vehicles anytime soon. "From a technical standpoint, the future doesn't look bright for manual gearboxes. The DCT and auto 'boxes are faster and they have better fuel consumption," van Meel said to Autocar. Although, he left the door open slightly to keeping them at least in the near future. "It's difficult to say we'll stick to the manual, but we still have a big fan community for manuals and we are not going to take away something the customer wants to have." Van Meel also suggested that the company is capping the output of M models at 600 horsepower. "We're at the limit. If you go on adding more horsepower and torque, it'd probably be over the limits," he said to Autocar. That ceiling does leave some room to grow for future versions of the M3 and M4, which currently offer 425 hp. However, it means that the M5 and M6 with 560 hp are basically at the cap. The limited BMW M5 30th Anniversary Edition already packs 600 hp. Rumors have suggested that the already spied, next-generation M5 might stick with around 600 hp. It seems unlikely for BMW to completely give up competing against the Autobahn-burning sedans from Mercedes-Benz and Audi. Performance could still see a boost thanks to a reportedly lighter platform and optional all-wheel drive. BMW V8-powered Ford Model A is the definition of Hot Rod

Today, hotrodding has a pretty staid definition. Take one classic American car, add one classic American V8, sprinkle with tire smoke and you pretty much have every hot rod to roll out of a shop in the last 40 years. Mike Borroughs knows it wasn't always this way. Once upon a time, getting your bucket to go faster meant grabbing whatever parts were lazing about the yard, bolting them together with a bit of ingenuity and laughing your way down the quarter mile. It's in that spirit that Burroughs built his 1928 Ford Model A.
Rather than turn to the tired flathead or the common Chevrolet small block, Burroughs plucked a 4.0-liter V8 from a 1995 BMW 7 Series. With 300 horsepower and 300 pound-feet of torque, the engine has no trouble shuffling the old A around town. He had to build a custom chassis to get everything to cooperate, but the result is a 1,500-pound heathen that looks built to harass dry lake beds. You can check it out in the video below.
