Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. BMW X4 Concept images leak ahead of Shanghai debut

Last month, BMW confirmed that its long-awaited X4 crossover would debut next year, but other than imagining a smaller X6-shaped crossover, we really had no idea what the new niche model would look like. That is until a Russian website, Autowp, leaked a handful of embargoed images this morning showing the X4 Concept that will be unveiled in a couple of weeks at the Shanghai Motor Show.
From what we can see of this concept's styling, there are more elements shared with current BMW models than not. The face of the concept is an attractive blend of the current 3 Series sedan and the X3, while the roofline has definitely plucked right from the X6. This thinly veiled concept should carry over almost untouched when it enters production with the exception of the door handles and the overly stylized fascias and side mirrors. According to CarScoops, it will measure the same length as the current X3 and use the same engine lineup as well. Stay tuned, as we'll have more information on this concept shortly.

The 2017 Alpina B7 xDrive isn't as cool as the BMW M760i

Steve Ewing is good people, but when it comes to big BMWs, he talks nonsense. He argues, incorrectly, that the new Alpina B7 is somehow cooler than the new M760i. Here's why he's wrong. No surprise, but the bulk of the pro-M760i argument comes from under the hood. Yes, both cars produce 600 horsepower and 590 pound-feet of torque, but it's where the power comes from that really matters. The M760i's power is just much more accessible, with peak torque coming in at just 1,500 rpm, while the Alpina makes owners wait until 3,000 rpm for max twist (a fact Ewing glosses over). The V12 also offers up all 600 horsepower at 5,500 rpm, 250 rpm earlier. Sure, the Alpina is 0.3 seconds faster to 60 miles per hour – it does the deed in 3.6 seconds to the M760's 3.9 seconds – but it relies on a tweaked transmission setup to do it. Not only that, but big automakers like BMW are usually quite conservative about performance figures, so it's still a bit early to hand a medal to the aftermarket. Here's the other thing about the engines – Nigel Tufnel would prefer the M760i. See, the Alpina has a 4.4-liter, twin-turbo V8, but the M760i has a 6.6-liter, twin-turbo V12. To paraphrase Tufnel, "This one has a V12." We rest our case. Other changes between the two cars are largely in the eye of the beholder – we can talk about the transmission, suspension, and xDrive changes until we're blue in the face, but we simply don't have enough information about the two setups to make substantive arguments – some people might prefer the subtler styling of the M760i. We're not going to blame anyone for liking the more aggressive look of the Alpina, with its big, quad-tipped exhaust, meaty front splitter, or aggressive side sills. And those 21-inch Alpina wheels?
