Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate." Sebastien Buemi leads the pack in the second session of Formula E pre-season testing. Buemi, driving for Renault e.dams, set a new lap record at Donington Park with a time of 1:31.050s. "We could do quite a bit on the car and the car is a bit easier to drive, the stability is better, the brakes are better," he says. A Montreal taxi company plans to create a fleet of 2,000 electric taxis by 2019. Taxi Hochelaga currently has the city's second largest fleet with 500 taxis currently in service. Owner Alexandre Taillefer believes this large fleet of green taxis will help the company compete with ride services like Uber and Lyft. "We want to be an alternative to the second car and even to the first," says Taillefer. "We will reduce traffic on the roads and pollution." The carsharing company, owned by BMW and rental company Sixt, will allow third parties to operate the DriveNow program in certain cities, according to a report. Spirit Lake Cycles brings a new look to vintage BMW bikes

It doesn't take a lot of room to work on motorcycles. In fact, Spirit Lake Cycles, which gets the spotlight in the latest video from Petrolicious, started out of a kitchen. Now, this two-man operation has created a small business to bring a custom look to vintage BMWs. The company is best known for a bike that it calls the CBMW. Based on an R90/6, the name comes from the cycle's Honda-sourced fuel tank. The streamlined design and white pinstripes lend the look of one of the Bavarian brand's own early creations, but the chopped fenders and under-seat exhaust show a much more modern style. Spirit Lake Cycles doesn't always go for such a highly modified design, though. The other cycles that Petrolicous highlights, including a gorgeous BMW R90S, appear far closer to stock than the show bike. The company says its motorcycles are meant to be ridden, and you can see the proof of that in this video.
