Recharge Wrap-up: Electric Bayliner conversion, China considers EV mandates

An electric mobility enthusiast converted a Bayliner boat to electric power. Using 10 Tesla modules to build a 32-kWh battery pack, Scott Masterson's 2016 Bayliner 175 now uses an electric motor in place of the original 3.0-liter Mercruiser engine. With a top speed of about 53 mph and a range of about 25 miles, Masterson can enjoy a nice cruise on the water without the accompanying gas fumes. He says the conversion wasn't all that complicated, and it took him about three months of part-time work. Check it out in the video above, and read more at Electrek. Audi's updates to the 2017 A3 include the E-Tron plug-in hybrid. Inside the car, it will likely get Audi's "Virtual Cockpit" instrument display. The MMI infotainment system will be updated, with available Apple Carplay and Android Auto functionality. Slight changes to the headlights, taillights, and grille will make up the bulk of the exterior visual changes. Its powertrain will remain unaltered from the 2016 model, including its 83 MPGe combined rating and 16 miles of all-electric driving range. Read more at Green Car Reports. Hyundai has delivered its first hydrogen-powered car to Quebec. The Centre de Gestion de l'Equipment Roulant (Rolling Stock Management Center), which manages the province's government fleets, took delivery of a 2016 Hyundai Tucson Fuel Cell. It is leased in partnership with the University of Quebec's Hydrogen Research Institute of Trois-Rivieres, where the vehicle will be refueled. Read more from Green Car Congress. China is considering mandates for cleaner cars similar to those imposed by California. Unlike its current subsidy-based incentives, China could potentially require automakers to either produce or import more electric vehicles or purchase carbon credits from automakers that do. A draft of the legislation from the National Development and Reform Commission would fine non-compliant automakers at five times the price of the credits. "Without question, this will be good for the industry and will promote the development of all types of clean-energy vehicles," says China Association of Automobile Manufacturers Deputy Secretary General Ye Shengji. Audi perfecting drool-worthy RS3 hot hatch

A sure-fire way of adding excitement to any Audi is removing the "A" from its model name and replacing it with "RS." Take the RS4, RS5, RS6 and RS7 as proof of this fact. Of course, the transformation from "A" to "RS" wouldn't be complete with a huge bump in power, a far more sporting suspension, enhanced brakes and a more aggressive styling treatment. That process appears to be well underway with the next RS3, which has once again been spotted testing in Germany. The larger wheels (the styles are mismatched, but the sizes look similar) are a good giveaway, as are the larger brakes and more aggressive front bumper, which sports larger intakes. The rear bumper has been modified, although we can't quite tell if the RS line's tell-tale oval exhausts have been fitted. In the past, the RS3 mules we've heard have boasted the distinctive exhaust note of a five-cylinder engine. This particular car, though, has a more conventional exhaust note, of the sort you'd expect from a high-powered four-cylinder. Expect around 400 horsepower and Quattro all-wheel drive, with power distributed likely through some form of S-Tronic dual-clutch transmission. Audi reveals S3 Cabriolet ahead of Geneva debut

It used to be if you wanted an Audi S3, your choices in bodystyle came down to hatchback or... hatchback. That is, in markets where the model was offered at all. But Audi has been expanding the A3 global family upon which the S3 is based, and it intends to offer the performance-minded derivative as a three-door hatch, five-door hatch, four-door sedan and - with the introduction of the version you see here - a two-door convertible.
Set to be presented in public for the first time at the Geneva Motor Show early next month, the new Audi S3 Cabriolet packs the same 2.0-liter turbo four as its fixed-roof counterparts - all 290 horsepower and 280 pound-feet of it - but ditches the extra doors and the tin top in favor of the two-door cabriolet bodystyle of the A3 Cabriolet.
The added weight of the folding fabric roof mechanism and the extra body reinforcement required means that the S3 cabrio takes half a second more to reach 62 miles per hour from a standstill than it would take the sedan version, clocking the run at 5.4 seconds instead of 4.9. This, despite more generous use of magnesium, aluminum and high-strength steel in its construction. Top speed, as is the German custom, remains pinned at 155 mph.
