A great big A8 with a long wheelbase and all-wheel-drive is just the thing for a serious player with an oligarch-grade bankroll and the need to get to important corporate meetings during the worst Colorado snowstorms, and we're betting that's how this 15-year-old A8 L's original owner saw it. The problem with cars like this is that big, complicated, expensive machinery tends to develop big, complicated, expensive problems once the aging process sets in, and third or fourth owners of high-end German luxury cars tend to lack the resources needed to keep those cars going. So, those S-Classes and 7-Series and A8s end up in a place like this when something expensive breaks at age 15. This one, which has a very straight body and decent interior, now sits in its final parking space, among the Daewoo Leganzas and Volvo 850s in the imports section of a Denver self-service yard. If you're good with the wrenches and have some Audi expertise, you can't beat the luxury-per-buck deal of a solid 10-to-15-year-old A8; the price for a runner tends to be about the same as that for a tattered Corolla of the same age. VW CEO talks up 20 new plug-in models in Frankfurt

For years now, Volkswagen has dreamed big, forming plans to become the world's largest automaker. That trajectory includes a big plug-in vehicle push, and the CEO of Volkswagen, Martin Winterkorn, said that his group of companies will bring out 20 more EVs and plug-in hybrids by 2020. The list includes the next Phaeton and the Audi A8. "No commitment to electro-mobility can be any clearer than that," Winterkorn said, according to a VW press release. "Our Group already has the largest connected vehicle fleet on the road. By 2020 we will have transformed all of our new cars into smartphones on wheels." Perhaps most illustrative, Winterkorn admitted that the auto industry has turned a corner. "Technological leadership is no longer solely defined in terms of horsepower and torque," he said. "We are taking the precision, enduring value and quality of our cars into the new, digital world." The VW group is also showing off new plug-in concepts in Frankfurt this week, like the Tiguan GTE and the Porsche Mission E. Recharge Wrap-up: Electric Bayliner conversion, China considers EV mandates

An electric mobility enthusiast converted a Bayliner boat to electric power. Using 10 Tesla modules to build a 32-kWh battery pack, Scott Masterson's 2016 Bayliner 175 now uses an electric motor in place of the original 3.0-liter Mercruiser engine. With a top speed of about 53 mph and a range of about 25 miles, Masterson can enjoy a nice cruise on the water without the accompanying gas fumes. Audi's updates to the 2017 A3 include the E-Tron plug-in hybrid. Inside the car, it will likely get Audi's "Virtual Cockpit" instrument display. The MMI infotainment system will be updated, with available Apple Carplay and Android Auto functionality. Slight changes to the headlights, taillights, and grille will make up the bulk of the exterior visual changes. Hyundai has delivered its first hydrogen-powered car to Quebec. The Centre de Gestion de l'Equipment Roulant (Rolling Stock Management Center), which manages the province's government fleets, took delivery of a 2016 Hyundai Tucson Fuel Cell. China is considering mandates for cleaner cars similar to those imposed by California. Unlike its current subsidy-based incentives, China could potentially require automakers to either produce or import more electric vehicles or purchase carbon credits from automakers that do. A draft of the legislation from the National Development and Reform Commission would fine non-compliant automakers at five times the price of the credits. "Without question, this will be good for the industry and will promote the development of all types of clean-energy vehicles," says China Association of Automobile Manufacturers Deputy Secretary General Ye Shengji.
