Audi A3 diesel fails independent emissions test in Europe

The best-selling model under Volkswagen's Audi division was emitted about double the legal limits of nitrogen oxide (NOx) levels for Europe, Reuters says, citing laboratory tests overseen by the European Commission's Joint Research Center (JRC) in August. The Audi A3 was found in two tests to emit about double the legal limit of NOx, though one of the tests had the A3 within the limits when the engine was cold. An Audi spokesman told Reuters that the A3 was independently tested to have emissions levels within the legal limit and that he wasn't aware of the JRC test results. Still, the findings are another example of how Volkswagen, Europe's largest automaker, can not seem to shed the issues surrounding the diesel-emissions scandal that broke last September. VW has been fined about $19 billion for equipping diesel cars with software that cheats emissions-testing systems. About 11 million cars were affected, including about a half-million vehicles in the US. In addition reaching a $15 billion settlement with US regulatory bodies such as the Environmental Protection Agency (EPA) and the California Air Resources Board (CARB) earlier this year, VW has been fined $15 million by the South Korean government, which may impose more penalties because of allegations of false advertising. Audi is not the only VW unit to face further scrutiny. Germany's Transport Ministry and Federal Motor Transport Authority are taking a closer look at VW's Porsche division for potential emissions-cheating efforts, Bloomberg News recently reported. Additionally, the European Union is saying that at least seven of its member nations failed to provide sufficient oversight of automobiles' emissions-testing process, and may take legal action against Germany, Spain, Luxembourg, Czech Republic, Lithuania, Greece, and Great Britain, according to a separate Reuters article. VW admits 430,000 2016 models have implausible CO2 ratings

Volkswagen finally explained more details about its CO2 rating scandal in Europe and admitted that 430,046 of the estimated 800,000 affected vehicles with "implausible" figures came from the 2016 model year. They included some from Audi, Seat, Skoda, VW, and VW Commercial Vehicles, according to the automaker's list (as a PDF). The problem mostly impacts diesel engines, but the inventory also shows some gasoline mills. VW will next determine the accurate CO2 emissions for these vehicles, and the German Federal Vehicle and Transport Authority will supervise that process to ensure the data's veracity. The automaker will also launch websites in Europe to let owners enter their model's VIN to check whether it's affected. Because governments there often link vehicle taxes and CO2 production, the company promises to work with regulators in each country to cover any fees that result from the inaccurate figures. VW announced the CO2 scandal earlier in November and estimated the equivalent of $2.2 billion to fix it at the time. A later report claimed that a group of engineers were responsible for fabricating the emissions data. They allegedly couldn't meet reduction goals from Martin Winterkorn, and between 2013 and this spring the workers did things like overinflate the tires during testing to achieve the desired results. VW is also closer to a fix in the diesel emissions scandal. According to an anonymous insider to Bloomberg, the company has a repair for the 1.6-liter engine that's reportedly neither very complex nor expensive. German regulators would still need to approve the solution before it could roll out to owners. Audi, BMW, Daimler buy Nokia's Here digital mapping business

The fight for control of Nokia's Here digital mapping service appears to have drawn to a close as a consortium of German automakers has announced a deal to jointly acquire the business from the Finnish telecom giant. As anticipated, ownership in Here will now be taken over jointly by Audi, BMW, and Daimler, beating out reported rivals bids from the likes of Apple and Uber. Here is one of the largest and most advanced digital mapping and location systems. It started out in Chicago in 1986 as Navteq before Nokia acquired it in 2007, and is now slated to change ownership again. The cloud-based service maintains high-definition digital maps for nearly 200 countries and supports over 50 languages, gathering data from users to update the data continuously. Rather than transition the service into their own proprietary technology, however, the automakers insist that it will remain open "to all customers from the automotive industry and other sectors." Ownership will be shared equally between the three companies, with "none of them seek[ing] to acquire a majority interest" in Here. For another, Here's management is promised to remain independent, and "the consortium will not interfere into operational business." Though the purchase price has not been disclosed, it is rumored to be worth in the neighborhood of $2.7 billion. Assuming it passes regulatory approval, the acquisition is slated to be completed in the first quarter of next year. The German automakers anticipate implementing the service to provide connected vehicles with accurate, up-to-date information on road and other conditions. Examples it outlines include warning other drivers of icy conditions based on outside temperature and ABS activation. It could also warn drivers of impending traffic jams, or even guide traffic through green lights in an urban environment. In the future, the highly detailed maps are envisioned to enable fully automated driving as well.
