Recharge Wrap-up: Electric Bayliner conversion, China considers EV mandates

An electric mobility enthusiast converted a Bayliner boat to electric power. Using 10 Tesla modules to build a 32-kWh battery pack, Scott Masterson's 2016 Bayliner 175 now uses an electric motor in place of the original 3.0-liter Mercruiser engine. With a top speed of about 53 mph and a range of about 25 miles, Masterson can enjoy a nice cruise on the water without the accompanying gas fumes. He says the conversion wasn't all that complicated, and it took him about three months of part-time work. Check it out in the video above, and read more at Electrek. Audi's updates to the 2017 A3 include the E-Tron plug-in hybrid. Inside the car, it will likely get Audi's "Virtual Cockpit" instrument display. The MMI infotainment system will be updated, with available Apple Carplay and Android Auto functionality. Slight changes to the headlights, taillights, and grille will make up the bulk of the exterior visual changes. Hyundai has delivered its first hydrogen-powered car to Quebec. The Centre de Gestion de l'Equipment Roulant (Rolling Stock Management Center), which manages the province's government fleets, took delivery of a 2016 Hyundai Tucson Fuel Cell. It is leased in partnership with the University of Quebec's Hydrogen Research Institute of Trois-Rivieres, where the vehicle will be refueled. Read more from Green Car Congress. China is considering mandates for cleaner cars similar to those imposed by California. Unlike its current subsidy-based incentives, China could potentially require automakers to either produce or import more electric vehicles or purchase carbon credits from automakers that do. A draft of the legislation from the National Development and Reform Commission would fine non-compliant automakers at five times the price of the credits. "Without question, this will be good for the industry and will promote the development of all types of clean-energy vehicles," says China Association of Automobile Manufacturers Deputy Secretary General Ye Shengji. 2018 Audi RS3 Sedan to make US debut in 2017 [UPDATE]

UPDATE: We've heard back from Audi, and the statement was as expected. According to spokesman Mark Dahncke, there's "nothing we can share at this time." We really want the Audi RS3 to come to the US market, and based on a report from Car and Driver, it doesn't sound like we'll be stuck waiting that long. The report claims the new compact rocket sedan will debut next year as a model year 2018 vehicle. Beyond that date, C/D's report expands on some of the details we reported on in our RS3 Sedan report from February. It backs up the claim about a 2.5-liter, turbocharged five-cylinder, but instead of a 400-plus-horsepower engine, C/D's report says it'd be "close to" 400 hp. That power would come from a turbocharged, 2.5-liter five-banger that's distinct from the unit currently offered in the Euro-market RS3 Sportback and the last-generation TT RS (the new 2.5 would first debut in that car's replacement). The new powerplant would be paired with Audi's seven-speed S-Tronic. According to C/D, all this powertrain goodness will allow the new RS3 to hit 60 in four seconds flat and run up to 174 miles per hour. If correct, that means Audi's newest high performer will be a tenth of a second faster to 60 and have an extra seven mph on the high end than the most potent Mercedes-Benz CLA45 AMG. And while the two-door BMW M2 isn't necessarily a direct competitor – because coupe – it's worth pointing out that the RS3 will be 0.2 seconds faster to 60 and have an extra 19 mph to its top speed. While C/D's report cites a "highly reliable source" for its information, we've naturally reached out to Audi to confirm as much as possible. Volkswagen might cut 40 models across brands to save cash

Volkswagen once set out to pass Toyota and General Motors and become the largest automaker in the world. Following months of fallout from the diesel emissions scandal, the manufacturer is rumored to be dropping around 40 models from its company-wide lineup. According to German business and finance publication Handelsblatt, the Volkswagen Group is looking to slim down and remove a number of low-volume vehicles from various lineups. The company currently sells around 340 models across brands that include Audi, Lamborghini, and Bentley. Volkswagen is refusing to comment, but Handelsblatt claims to have sources within the company. Last week, Volkswagen Group CEO Matthias Muller announced a new strategy for the company that includes a major focus on electric vehicles and new technology services. During his announcement, Muller said the company would be cutting a number of models, but at the time no numbers, models, or brands were discussed. Despite comments to the contrary, rumors have persisted since late last year that Volkswagen was looking to sell commercial truck and bus manufacturer MAN. Volkswagen owns truck and bus manufacturer Scania, so even if it dropped MAN, the company would still have a foothold within the bus and truck market. There is also talk of the company selling Italian motorcycle manufacturer Ducati, which Volkswagen acquired via Audi in 2012. The company's image has taken a huge hit in the wake of the diesel scandal. Volkswagen has set aside cash in order to pay fines and may be looking to sell these several subsidiaries and cut low-volume models in order offset the costs. Despite the scandal, the company led worldwide sales in the first quarter of 2016. The same was true in 2015, but sales tanked at the end of the year following the diesel revelations.
