VW orders external probe into diesel emission scandal

There are well over 480,000 Volkswagen-made, diesel-powered vehicles currently traveling roads in the United States that do not meet the Environmental Protection Agency's emissions requirements. This, as you can probably imagine, is a very big deal, and has led VW CEO Professor Doctor Martin Winterkorn to release an official statement on the matter. "I personally am deeply sorry that we have broken the trust of our customers and the public," he said. It's important to note that these vehicles run software with a so-called "defeat device" that kicks in when the on-board computer senses that it is being tested for emissions. When the car is operating normally – in other words, when its exhaust isn't being sniffed – the cars do not meet US emissions standards. According to the EPA and the California Air Resources Board, affected cars emit as much as 40 times the allowable level of certain pollutants. "We will cooperate fully with the responsible agencies, with transparency and urgency, to clearly, openly, and completely establish all of the facts of this case," according to Winterkorn, who added, "Volkswagen has ordered an external investigation of this matter." It's not yet known who will carry out this investigation. At present, there are still a number of 2015 Volkswagen models on dealer lots that do not meet emissions requirements. VW has issued a stop sale on vehicles equipped with the 2.0-liter TDI diesel engine. What's more, the German automaker has been barred from selling 2016 model-year vehicles that use this engine, according to The Detroit News. Last year, diesel vehicles made up about 22 percent of all VW sales, which means these restrictions will have a big impact on the brand's sales performance until a remedy is found and the vehicles are approved for sale. Interestingly, the EPA has started a campaign of sorts to test vehicles from other automakers that sell diesel-powered vehicles in the United States to make sure they comply with emissions requirements under all operating circumstances. The EPA says it "will be reviewing [its] compliance protocols and introducing ways in which [it] can effectively test not only for emissions performance but also for the potential presence of defeat devices," according to a statement provided to The Detroit News. An amazing Group B rally car collection heads to auction

Kicking off in 1982, the Group B era spawned some of the most fearsome rally cars of all time. The technologically advanced pioneers of all-wheel drive and turbocharging defined a time when automakers had carte blanche to build machines with unrestricted power, without the burden of homologating a large number of road cars to qualify. The results were sometimes deadly, leading the FIA to ban the class after 1986. Now, a collection of seven Group B monsters is headed across the block in Paris as part of the Artcurial auction, held in partnership with France's famed Retromobile show. The show has been delayed to June, however. There's a 1985 Peugeot 205 Turbo 16, one of 20 Evo II models that helped the company achieve two championships in Group B's short run. This particular example was driven by world champion Timo Salonen at the 1986 Swedish Rally, where it finished seventh due to an oil filter seal failure. Bruno Saby subsequently drove it at the 1986 Tour de Corse and Peugeot entered it at the 1986 Acropolis Rally as well. It's still registered to Peugeot Talbot Sport and represents a French technological achievement, according to Artcurial, comparable to the Concorde or TGV train. Representing Italy are a pair of Lancias in the iconic Martini livery. The Lancia 037 helped Bel Paese clinch its only Group B victory in 1983, after a hard-fought rivalry with Audi. It's one of the few Group B cars that weren't AWD, achieving its success the old-fashioned way, through lightness and superb handling. A second Lancia, a 1986 Delta S4, was the culmination of the Italian firm's later Group B efforts and one of Saby's favorites. While Group B was no more in 1987, the S4 was the predecessor to the Delta Integrale that would dominate WRC from 1987 through 1992. While the collection also includes greats like a Ford RS200, Renault 5 Maxi Turbo, and MG Metro 6R4, the centerpiece is the Audi Quattro Sport S1. The ultimate Group B machine, it introduced all-wheel-drive and turbocharging to the sport. It also employed the wildest use of wings and air dams to generate downforce. Tunable up to 590 horsepower, it could rocket to 60 mph in about three seconds. The car offered for sale came straight from Ingolstadt, a 1988 model built for the Race of Champions of ex-Group B cars. The collection was amassed in the late 80s and early 90s, not long after Group B's dissolution.

CARB has 20 days to confirm VW's 3.0-liter TDI emission fix

VW's diesel scandal has been in the headlines since last September, but solving the problem it proving difficult. Volkswagen Group has submitted a proposal to the California Air Resources Board (CARB) and the Environmental Protection Agency (EPA) to fix about 85,000 vehicles with the 3.0-liter diesel V6 in the US, Reuters reports. CARB now has 20 business days to test if the plan actually reduces emissions. If accepted, VW could finally begin a recall and end the stop sale on vehicles with these engines. In a statement, CARB pledged to, "respond following a thorough and complete review to make sure the plan addresses the presence of the illegal defeat device and follows the necessary environmental, vehicle and public health and safety regulations." Neither CARB nor the EPA outlined the proposed repairs, but Porsche CEO Oliver Blume already suggested the fix for the engine in the diesel Cayenne. Examples from 2013 and 2014 allegedly need a new catalytic converter and software update, and those from 2015 and 2016 only need the improved code. It's not yet clear whether this procedure would work for all models with the 3.0 TDI. While the EPA issued the notice of violation against VW's 2.0-liter four-cylinder diesel in September, the first one for the 3.0-liter V6 came in early November. By the end of the month, the agency broadened the scope to about 85,000 vehicles, including some examples of the VW Touareg, Audi A6, A7, A8, Q5, Q7, and Porsche Cayenne. The affected companies issued stop sales on new models with the engine. Audi eventually admitted to regulators that it didn't disclose three auxiliary emission control devices in the powerplant's code and promised to develop a software update to fix the problem. CARB gave the automaker 45 business days to submit the proposed solution. If accepted, this repair would allow VW Group to end part of the emissions scandal, but there's no guarantee the regulators consent to this solution. Just a few weeks ago, CARB looked at the automaker's plan to fix the 2.0-liter TDI and rejected it, claiming a lack of detail.
