CARB has 20 days to confirm VW's 3.0-liter TDI emission fix

VW's diesel scandal has been in the headlines since last September, but solving the problem it proving difficult. Volkswagen Group has submitted a proposal to the California Air Resources Board (CARB) and the Environmental Protection Agency (EPA) to fix about 85,000 vehicles with the 3.0-liter diesel V6 in the US, Reuters reports. CARB now has 20 business days to test if the plan actually reduces emissions. If accepted, VW could finally begin a recall and end the stop sale on vehicles with these engines. In a statement, CARB pledged to, "respond following a thorough and complete review to make sure the plan addresses the presence of the illegal defeat device and follows the necessary environmental, vehicle and public health and safety regulations." Neither CARB nor the EPA outlined the proposed repairs, but Porsche CEO Oliver Blume already suggested the fix for the engine in the diesel Cayenne. Examples from 2013 and 2014 allegedly need a new catalytic converter and software update, and those from 2015 and 2016 only need the improved code. It's not yet clear whether this procedure would work for all models with the 3.0 TDI. While the EPA issued the notice of violation against VW's 2.0-liter four-cylinder diesel in September, the first one for the 3.0-liter V6 came in early November. By the end of the month, the agency broadened the scope to about 85,000 vehicles, including some examples of the VW Touareg, Audi A6, A7, A8, Q5, Q7, and Porsche Cayenne. The affected companies issued stop sales on new models with the engine. Audi eventually admitted to regulators that it didn't disclose three auxiliary emission control devices in the powerplant's code and promised to develop a software update to fix the problem. CARB gave the automaker 45 business days to submit the proposed solution. If accepted, this repair would allow VW Group to end part of the emissions scandal, but there's no guarantee the regulators consent to this solution. Just a few weeks ago, CARB looked at the automaker's plan to fix the 2.0-liter TDI and rejected it, claiming a lack of detail.

Rough seas delay salvage operation for burning ship carrying luxury cars

LISBON — Rough waters forced authorities on Wednesday to postpone a salvage operation for a ship packed with luxury cars that have been on fire for a week in the middle of the Atlantic Ocean, a port official said. With teams unable to board the Felicity Ace, heavy tug boats sprayed water to cool the vessel, which is carrying around 4,000 vehicles, including Porsches, Audis, Lamborghinis and Bentleys. Lamborghini of America CEO Andrea Baldi told Automotive News that there were dozens of pre-sold Lamborghinis aboard, mostly the Urus SUV. But also some Huracans and Aventadors, the latter of which have ceased production. The ship's 22 crew members were evacuated last Wednesday, the day the fire began. Some of the vehicles are electric, and their lithium-ion batteries have made the fire very difficult to extinguish, port officials have said. Joao Mendes Cabecas, the captain of the nearest port on the Azorean island of Faial, said the blaze had lost its intensity — probably because there was little left to burn. Salvage teams hoped to board the ship, which is is adrift around 170 km southwest of the Azores near Portugal, to assess its condition and start preparing it for towing, the Portuguese navy said in a statement on Tuesday. The navy took photos of the ship that showed a gaping hole at least four decks high, with burn marks running the length of the ship. It is unclear if the vessel will be towed to the Bahamas or Europe. Cabecas told Reuters bad weather prevented the team from boarding the ship. Waves as high as 2.5 meters battered the coast of Faial on Wednesday, Portugal's weather agency IPMA said. The salvage team was expected to be flown to the ship on a helicopter belonging to the Portuguese air force, which will decide on Thursday if the operation can proceed, Cabecas said. Ship manager Mitsui O.S.K. Lines Ltd (MOL) said in a statement on Tuesday the vessel was still on fire but stable, and that no oil leak had been reported so far. It did not respond to a Reuters request for comment on the cause of the fire. New European charging network will offer speeds up to 350 kW

It's about to get easier to fast-charge your electric vehicle across Europe thanks to four major automakers working together in a new joint venture. BMW, Daimler (Mercedes-Benz), Ford, and the VW Group (Audi and Porsche) have all signed a Memorandum of Understanding to install about 400 DC fast charging sites in Europe. As you may know, there are different types of fast chargers, but the ones that this group is talking about installing will be able to charge an EV in much less time than other stations. That's because these chargers will offer power levels of "up to 350 kW." Compare that to what's generally considered the current gold standard, the Tesla Superchargers, which have rates of up to 145 kW and a statement not that long ago from a Ford exec that suggested that 150 kW chargers would be the new normal. Of course, the Tesla chargers use the company's proprietary connector and the new network the JV is setting up will use the CCS standard. The first new stations will go up in 2017 and those 400 sites are just the beginning. A joint statement by the JV says that EV drivers will "have access to thousands of high-powered charging points" by 2020 along highways and main roads. "The charging experience is expected to evolve to be as convenient as refueling at conventional gas stations," the companies said. While not every electric vehicle will be able to take advantage of the 350 kW charging rate, the companies involved would be silly to build the infrastructure without vehicles that can handle that kind of energy flow. The JV says it would welcome participation from other automakers and will cooperate with interested regional partners.
