Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

Spoiler alert: if you dig snorty, long-winded, naturally breathing V8s, you'll have to add the 2018 Audi RS5 to the long list of cars abandoning the setup. Silver lining: if you like heady acceleration, unraveling twisty roads, and gobbling endless stretches of lonely tarmac, the new RS5 offers considerable gains over its big-engined predecessor. Bigger, Lighter, Gruntier Audi's (slightly) nastier looking new coupe has gained 0.6 inches of width and wheelbase and 2.9 inches of length but lost 132 pounds of mass along the way. Even better, the smaller 2.9-liter twin-turbo V6—the same one found in the Porsche Panamera—produces the same 450 horsepower as before, but gains a thumping 125 lb-ft of torque over the old V8, bringing the grand total of twist to 442 lb-ft. As with the previous RS5 you can't get a manual, but this time Audi swaps their signature dual-clutch transmission with an 8-speed torque converter unit from ZF. The reasoning is sound: the DSG 'box couldn't handle the engine's output, which produces more torque than the R8's mighty V10 – #bigtwistproblems. The RS5's weight loss stems from strategic use of aluminum and the loss of the stonking V8 (ditching it for the twin-turbo V6 saved 68 pounds alone). Weight distribution is, of course, also aided by the lighter front end, and the rear trapezoidal suspension setup has been supplanted with a five-link arrangement for smoother ride and sharper handling. Interior space also benefits from the larger footprint, with rear seat legroom benefiting most from the roomier dimensions. Behind the Wheel The roads from Toulouse, France to the tiny principality of Andorra offer contrasting extremes, from arrow-straight superslab to ultra-technical twisties – an excellent test of the RS5's performance repertoire. The updated cabin presents Audi's typically understated style, with available honeycomb top-stitched leather seats that are supportive but not so tight as to be constricting. HVAC slats form a continuous extension across the dashboard (a la Q7), and the steering wheel and shifter can be trimmed in either perforated leather or Alcantara. The first thing you'll notice in the RS5 are the low frequency sounds, which round out the otherwise muted engine noises.

Air Liquide will buy US competitor Airgas for $13.4 billion. The Paris-based industrial gases company — also a major producer of hydrogen gas — will pay $143 per share in the acquisition of Airgas. The deal could help Air Liquide surpass German rival Linde as the world's top industrial gases company. "The US is a very attractive gas market, it's the largest industrial gas market worldwide," says Air Liquide CEO Benoit Potier. "It's the fastest growing market among advanced economies." Read more from Bloomberg. The US Department of Energy (DOE) will announce a new funding opportunity for hydrogen and fuel cell technology. Expected to be worth up to $35 million, the funding will focus particularly on the research, development and demonstration of technology for light duty passenger vehicles with the goal of reducing greenhouse gas emissions and petroleum consumption. This includes hydrogen production, delivery and storage, as well as fuel cell technologies, manufacturing and analysis. In an agreement with the city of Somerville, Massachusetts, Audi will work to improve traffic flow and increase the efficiency of space used for parking. As the city continues to develop, Audi's automated parking project will help decrease the amount of land needed to park cars, and the extra space can be used for more important real estate.
