Recharge Wrap-up: Electric Bayliner conversion, China considers EV mandates

An electric mobility enthusiast converted a Bayliner boat to electric power. Using 10 Tesla modules to build a 32-kWh battery pack, Scott Masterson's 2016 Bayliner 175 now uses an electric motor in place of the original 3.0-liter Mercruiser engine. With a top speed of about 53 mph and a range of about 25 miles, Masterson can enjoy a nice cruise on the water without the accompanying gas fumes. He says the conversion wasn't all that complicated, and it took him about three months of part-time work. Check it out in the video above, and read more at Electrek. Audi's updates to the 2017 A3 include the E-Tron plug-in hybrid. Inside the car, it will likely get Audi's "Virtual Cockpit" instrument display. The MMI infotainment system will be updated, with available Apple Carplay and Android Auto functionality. Slight changes to the headlights, taillights, and grille will make up the bulk of the exterior visual changes. Its powertrain will remain unaltered from the 2016 model, including its 83 MPGe combined rating and 16 miles of all-electric driving range. Read more at Green Car Reports. Hyundai has delivered its first hydrogen-powered car to Quebec. The Centre de Gestion de l'Equipment Roulant (Rolling Stock Management Center), which manages the province's government fleets, took delivery of a 2016 Hyundai Tucson Fuel Cell. It is leased in partnership with the University of Quebec's Hydrogen Research Institute of Trois-Rivieres, where the vehicle will be refueled. Read more from Green Car Congress. China is considering mandates for cleaner cars similar to those imposed by California. Unlike its current subsidy-based incentives, China could potentially require automakers to either produce or import more electric vehicles or purchase carbon credits from automakers that do. A draft of the legislation from the National Development and Reform Commission would fine non-compliant automakers at five times the price of the credits. "Without question, this will be good for the industry and will promote the development of all types of clean-energy vehicles," says China Association of Automobile Manufacturers Deputy Secretary General Ye Shengji. Audi A8 super high-tech headlight teased, whole car coming Aug 21

We have to wait one more week before we get to see the 2015 Audi A8 and S8, but it doesn't look like Audi is going to stay quiet until then. After releasing a pair of teaser videos over the last week, it has now released a first detailed picture of the new A8 revealing the trick Matrix LED headlight.
Between the high-beam and low-beam lights, the headlights contain 43 LEDs (not including those for the DRL/turn signal), but the innovative part of Matrix LED system is that a camera can control the high-beam lights - by either dimming them or shutting them off - when other vehicles are detected on the road to prevent the lights from distracting other drivers. Of course the big question remaining is if Audi can get these new headlights to pass the National Highway Traffic Safety Administration and its Federal Motor Vehicle Safety Standards. The taillights also get a cool design with 24 LEDs that use a sequential turn signal
As for the debut of the A8 and S8, we already knew the sedans would be unveiled on August 21 ahead of the Frankfurt Motor Show, but Audi finally made it officially official in a press release, which is posted below. Audi RS Q3 Performance pours sugar on the forbidden fruit

Don't let anybody tell you that Europeans don't like powerful SUVs any less than Americans do. They just like theirs a bit smaller. Case in point: the new Audi RS Q3 Performance. The latest in the ne plus ultra from Quattro GmbH joins the RS6 Avant Performance and RS7 Sportback Performance in dialing up the power even further. So while the 2.5-liter turbocharged inline-five carries over from the existing RS Q3, its output swells to 367 horsepower (27 more than before) and 343 pound-feet of torque. As a result, this tall take on the hot hatch blasts to 62 in just 4.4 seconds before topping out on the open Autobahn at nearly 168 miles per hour. Along with the power boost, the RS Q3 Performance benefits from a retuned seven-speed dual-clutch transmission, which works in tandem with the hydraulically actuated, electronically controlled all-wheel-drive system to get the power down to the road. The suspension is lowered, with available adaptive dampers fitted to 20-inch alloys. There are subtle details inside and out to distinguish it from "lesser" RS Q3 models. Unfortunately while Audi does offer the Q3 in base form here in America, it doesn't offer the RS variant altogether, let alone this new enhanced version. In fact the RS7 is the only model in the line we get here, so we'll just add this one to our growing list of forbidden fruit that we'd like to taste. Our compatriots in Germany, however, can pick one up right away for 61,000 euros, before it even makes its debut at the Geneva Motor Show next month.
