U.S. issues new tariff threat, this time against British-built cars

WASHINGTON — Britain is the United States' closest ally but their long friendship may be sorely tested as the two countries try to forge a new trade agreement after Britain's exit from the European Union. U.S. Treasury Secretary Steven Mnuchin said on Saturday in London that he was optimistic that a bilateral deal with Britain could be reached as soon as this year. But Mnuchin gave up no ground after a second meeting with his UK counterpart, Sajid Javid. Javid has insisted that Britain will proceed with a unilateral digital services tax, despite a U.S. threat to levy retaliatory tariffs on British-made autos. Mnuchin told reporters after Saturday's meeting that such taxes would discriminate against big U.S. tech companies like Alphabet Inc's Google, Apple, Facebook and Amazon. The UK Treasury declined to comment on the private meeting. The divide highlights the challenges ahead as the Trump administration seeks a new bilateral agreement with Britain, part of a broader push to rebalance relations with nearly all its major trading partners. The stakes are high — British Prime Minister Boris Johnson has pegged the trade deal with United States as a way to ease the pain of breaking with Europe, Britain's largest trade partner. U.S. President Donald Trump, has promised a "massive" trade deal to support Brexit, the product of a populist movement similar to his "America First" agenda. The goodwill and special relationship the two countries have enjoyed for decades may not count for much, experts say. "Trump is not going to be doing Johnson any favors," said Amanda Sloat, a senior fellow with the Brookings Institution in Washington. "He's not going to give him a trade deal without major concessions." Even before the digital tax issue arose, the Trump administration threatened to tax foreign car imports, which could hit British-made Jaguar, Land Rover, Mini, and Honda Civic hatchback cars. Stiff U.S. trade demands include increased access for U.S. farm goods, concessions that will be difficult for Britain's entrenched natural food culture to swallow. The United States also wants Britain to change the way its National Health Service prices drugs and allow in more U.S. pharmaceuticals, which could prove politically unpopular for Johnson's government. Washington's demand that London block Chinese telecoms equipment maker Huawei Technologies Co Ltd for national security reasons could also cloud talks.

The Aston Martin DB11 leads this month's list of discounts

We've got something of a broken record to report this month. The 2020 Acura NSX and 2020 Aston Martin DB11 have swapped places atop the discounts leaderboard for a fourth month in a row. For the month of March 2011, it's the British entry again in the lead. The DB11 earns top billing with an average discount of $24,614 off its sticker price, meaning buyers are paying an average transaction price of $177,206. That still a large suitcase full of bills, but at least it means buyers get to stare at a drop-dead beautiful coupe in their driveways with as much as 630 horsepower underhood. And if you love Aston Martin's svelte sense of style but don't want to spend quite so much money, you could always choose the 2020 Vantage that's selling for around $143,000. That's nearly $13,600 off that car's sticker, which is enough to land in seventh spot overall. Up next, as we've come to expect, is the Acura NSX. The hybrid-powered supercar from Japan is selling for $137,663 on average this month, which represents a $22,340 discount and seems like an exceptional deal for a 573-horsepower technological marvel that can scoot from 0-60 in just 2.9 seconds. That also represents the largest percentage of savings off the sticker this month. In third place for the month is the Audi R8, making March the second straight month that this trio of supercars has led the list of discounts. Buyers are saving $18,331 off the R8's sticker, which equals an average transaction price of $175,508. Jay Leno, Ex-Stig test Aston Martin's latest cars

Aston Martin is on a roll right now. From unveiling its latest V12-powered hypercar codenamed the AM-RB 001 to building one-off convertibles of hardcore track toys, the automaker has really hit its stride. With cars like the DB11 and V12 Vantage S, Aston is also working on reinventing its road cars. Jay Leno, because he's Jay Leno, was lucky enough to test both cars at Willow Springs, and he invited former Stig Ben Collins to have some fun. In this clip from Jay Leno's Garage, the comedian gets a design overview of the DB 11 and then talks to Collins about his racing career, working on Top Gear, and doing Hollywood stunt driving. The pair plays a little James Bond chase on the track, with Collins in the V12 Vantage S and Leno in the DB11. Jay isn't exactly working all of the 600 hp from the twin-turbocharged, 5.2-liter V12, as it's a prototype. Meanwhile, Collins is hot-dogging the V12 Vantage S, with its anachronistic naturally aspirated 5.9-liter V12 and seven-speed manual transmission, behind him.
