Russian auto boomtown grinds to halt over Ukraine sanctions

Thousands of auto workers have been furloughed and food prices are soaring as Western sanctions pummel the small Russian city of Kaluga and its flagship foreign carmakers, with more sanctions likely to come. The Kaluga region, 190 kilometers (120 miles) southwest of Moscow, says it has attracted more than 1.3 trillion roubles ($15 billion) in investment, mostly foreign, since 2006. But Western sanctions imposed in recent weeks after Russia sent tens of thousands of troops into Ukraine have exacerbated lingering component shortages and halted production at two flagship car plants, Germany's Volkswagen and Sweden's Volvo. A third, the PSMA Rus plant that is a joint venture between Stellantis and Mitsubishi and employs 2,000, may halt production soon due to a lack of parts, Stellantis' chief executive said last Thursday. "It is not clear what will happen. They don't give us any concrete information," said Pavel Terpugov, a welder at the PSMA Rus plant. Terpugov said he needs twice as much money to buy groceries than before the sanctions. Analysts have forecast Russian inflation could soar to 24% this year, while the economy may shrink to 2009 levels. The United States and Europe are weighing more sanctions against Russia after Ukraine accused Russian forces of civilian killings in northern Ukraine, where a mass grave was found in Bucha, outside Kyiv. Russia calls its actions in Ukraine a "special operation" and the Kremlin categorically denied any accusations related to the murder of civilians, including in Bucha. One source of hope for some in Kaluga, with its 325,000 residents, is the West may be reluctant to hurt its own companies. "Does it make sense to impose sanctions on its own plant and lose money?" said Valery Uglov, an auto mechanic at the Volkswagen plant. "Does it make sense to lose the Russian market?" "We hope to return to work as soon as possible and everyone will have confidence in the future again," Uglov said. Volkswagen, whose factory employs 4,200 people, in early March suspended operations. A spokeswoman said production remained frozen. Volvo Group, which employs over 600 people to build trucks, also suspended production. Even before the sanctions, Russian car sales had contracted from 2.8 million units from when the Volkswagen factory opened in 2007 to 1.67 million units last year, damaged by both sanctions after the 2014 annexation of Crimea and the COVID-19 pandemic.

The average new vehicle sold in America loses nearly half of its initial value after five years of ownership. No surprise there; we all expect that shiny new car to start depreciating as soon as we drive it off the lot. But some vehicles lose value a lot faster than others. According to data provided by iSeeCars.com, trucks and truck-based sport utility vehicles generally hold their value better than other vehicle types, with the Jeep Wrangler — in both four-door Unlimited and standard two-door styles — and Toyota Tacoma sitting at the head of the pack. The Jeep Wrangler Unlimited's average five-year depreciation of 30.9% equals a loss in value of $12,168. That makes Jeep's four-door off-roader the best overall pick for buyers looking to minimize depreciation. The Toyota Tacoma's 32.4% loss in initial value means it loses just $10,496. The smaller dollar amount — the least amount of money lost after five years — indicates that Tacoma buyers pay less than Wrangler Unlimited buyers, on average, when they initially buy the vehicle. The standard two-door Jeep Wrangler is third on the list, depreciating 32.8% after five years and losing $10,824. The BMW 7 Series leads the losers with a 72.6% drop in value after five years, which equals an alarming $73,686. Number three on the biggest losers list is the Nissan Leaf, the only electric vehicle to appear in the bottom 10. The electric hatchback matches the 5 Series with a 70.1% drop in value, but since it's a much cheaper vehicle, that percentage equals a much smaller $23,470 loss. Car dealers, factories and ports close in the path of Hurricane Florence

Hurricane Florence has caused CarMax to close four stores in North Carolina, South Carolina and Virginia. The closed locations are in Myrtle Beach, Charleston, Winterville and Virginia Beach. It is possible for the company to close more stores, reports Automotive News. Daimler and Volvo have also shuttered their manufacturing facilities in the region to prepare for Florence. The storm is expected to reach North Carolina and South Carolina today or tomorrow. Automotive News says every coastal car dealer it reached on Tuesday was closing, and others not in the projected landfall area were monitoring the situation. There are approximately nine million vehicles in operation in the area that Florence is expected to hit, with a vehicle density of 162 vehicles per square mile. It is likely that not as many vehicles will be lost as during hurricanes Harvey and Irma, as population is less dense; areas affected by those storms had over 300 vehicles per square mile. The chief economist of Cox Automotive told Automotive News that some 20,000 to 40,000 vehicles could end up flooded if Florence keeps its path; however, recent reports have indicated Florence has weakened to a category 2 hurricane on Thursday. Tesla has again unlocked more range for some of its older models to make evacuation easier; the same was done a year ago in preparation for Hurricane Irma. As well as automotive manufacturers and dealers, automotive transport providers are readying for the storm and clearing cargo away. The container and auto terminals at Port Charleston will be closed from Thursday to Saturday, affecting part shipments to the BMW manufacturing facility in Spartanburg; BMW's spokespersons have said no production disruption is expected. Parts are delivered via railroad to Spartanburg by Norfolk Southern, which is also suspending operations for the time being. Vehicle hauler United Road has moved its rigs to safer regions and suspended deliveries, and car carrier vessels are trying to make it away from the storm's path in time.
