Russian auto boomtown grinds to halt over Ukraine sanctions

Thousands of auto workers have been furloughed and food prices are soaring as Western sanctions pummel the small Russian city of Kaluga and its flagship foreign carmakers, with more sanctions likely to come. The Kaluga region, 190 kilometers (120 miles) southwest of Moscow, says it has attracted more than 1.3 trillion roubles ($15 billion) in investment, mostly foreign, since 2006. But Western sanctions imposed in recent weeks after Russia sent tens of thousands of troops into Ukraine have exacerbated lingering component shortages and halted production at two flagship car plants, Germany's Volkswagen and Sweden's Volvo. A third, the PSMA Rus plant that is a joint venture between Stellantis and Mitsubishi and employs 2,000, may halt production soon due to a lack of parts, Stellantis' chief executive said last Thursday. "It is not clear what will happen. They don't give us any concrete information," said Pavel Terpugov, a welder at the PSMA Rus plant. Terpugov said he needs twice as much money to buy groceries than before the sanctions. Analysts have forecast Russian inflation could soar to 24% this year, while the economy may shrink to 2009 levels. The United States and Europe are weighing more sanctions against Russia after Ukraine accused Russian forces of civilian killings in northern Ukraine, where a mass grave was found in Bucha, outside Kyiv. Russia calls its actions in Ukraine a "special operation" and the Kremlin categorically denied any accusations related to the murder of civilians, including in Bucha. One source of hope for some in Kaluga, with its 325,000 residents, is the West may be reluctant to hurt its own companies. "Does it make sense to impose sanctions on its own plant and lose money?" said Valery Uglov, an auto mechanic at the Volkswagen plant. "Does it make sense to lose the Russian market?" "We hope to return to work as soon as possible and everyone will have confidence in the future again," Uglov said. Volkswagen, whose factory employs 4,200 people, in early March suspended operations. A spokeswoman said production remained frozen. Volvo Group, which employs over 600 people to build trucks, also suspended production. Even before the sanctions, Russian car sales had contracted from 2.8 million units from when the Volkswagen factory opened in 2007 to 1.67 million units last year, damaged by both sanctions after the 2014 annexation of Crimea and the COVID-19 pandemic.

Macron hosts BMW and Volvo execs as they consider moving operations to the U.S.

PARIS — French President Emmanuel Macron on Monday will host a dinner with a number of European chief executives to convince them not to move production to the United States, where lower energy prices and the Inflation Reduction Act is proving a lure. European leaders have been alarmed by massive anti-inflation measures passed by Joe Biden's administration, which make tax breaks conditional on U.S-manufactured content and which EU industries say make investment in Europe less competitive. "We're having difficulties with companies which are starting to consider offshoring their production or making future investment outside Europe," a French official said, listing high energy costs and the U.S. legislation as reasons. At the Elysee palace, Macron will seek to convince executives from companies including chemical groups Solvay and Air Liquide, carmakers Volvo and BMW, pharmaceutical giant AstraZeneca and telecom groups Ericsson and Orange to stay in Europe and choose France for their future investments. Macron, who has called on the European Union to launch its own 'European Buy Act' to subsidise European production, has encountered resistance from the more anti-protectionist members of the bloc. It was unclear what Macron would tell the executives to convince them not to move to the U.S. But France has unveiled a number of measures over the weekend to cushion the impact of high energy bills for French companies. European companies have been increasingly strident about the impact of soaring energy prices since Russia's invasion of Ukraine, which has pushed up gas and electricity prices. Eric Trappier, CEO of Dassault Aviation, who heads the French federation of metals industries, warned in the Les Echos newspaper over the weekend that Europe should protect its own industry more aggressively or see it move to other shores. Volvo EX90 will be the XC90's all-electric successor

Clarification: Volvo reached out to clarify that the EX90 will be "our new flagship sold alongside XC90 for the foreseeable future" — more of a "successor" than a "replacement." The story has been updated to clarify.     Volvo has announced what we've long suspected. The XC90's successor as the Volvo flagship will be an all-electric crossover. Its name, as officially stated by Volvo, will be EX90, rather than the previously thought EXC90 or even more evocative Embla, and it will be sold alongside the XC90 for a time The primary philosophy of the new flagship, the company says, will be that old Volvo calling card: safety. The automaker promised in a statement that "standard safety in the EX90 will be beyond that of any Volvo before it." They are also reiterating that they're working to be a 100% crash-less and 100% carbon-neutral company. Volvo says the EX90 will cruise down the road with an "invisible shield" of cameras, radar and lidar sensors. They will work in unison to create a "360-degree real-time view of the world," a description that sounds like Tesla's not-quite FSD visualizations that show 3D representations of lanes and traffic movements on the center screen. Volvo says over time the software can reduce serious injury and fatal accidents by 20% and overall crash avoidance by 9%. The software is made to share data from the entire fleet similarly equipped Volvos, learning as it goes.  Inside, the car will monitor driver alertness with algorithms that track eye gaze and focus. Volvo claims the programming is "beyond what has been possible in a Volvo car to date." If the system detects distraction it will respond with increasing levels of assertiveness, starting with "softly nudging". However if the driver falls completely unconscious it's designed to safely pull over and call for help, in what sounds similar to Mazda's Co-Pilot feature or VW's Emergency Assist 2.0. Volvo has not revealed specs or the actual design of the EX90. We suspect it will be based on last year's Volvo Concept Recharge, though it could also look like the unearthed patent images from last month. The Volvo EX90 will be revealed in full on November 9.
